A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE Nineteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $142,490,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2010-2011 for capital improvement projects for the nineteenth senatorial district, as follows:
1. Barbers point elementary school
A. Air conditioning for entire school.

2. Kaleiopuu elementary school

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 through 8 shall be expended by the department of education;
(2) The sums appropriated in items 9 through 11 shall be expended by the department of transportation; and
(3) The sum appropriated in item 12 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2010.
