A BILL FOR AN ACT
RELATING TO STATE EMPLOYMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 76-11.6, Hawaii Revised Statutes, is amended to read as follows:
"[[]§76-11.6[]] Special, research, or demonstration project
positions. (a) Notwithstanding any law to the contrary, with
the approval of the governor, the head of a department may establish and
abolish any subordinate position for an employee engaged in a special,
research, or demonstration project that is approved by the governor[,] and
that is partially or wholly funded by federal funds, subject to the
limitations of available appropriations[.]; provided that the total
number of special, research, or demonstration project positions created shall
not exceed per cent of the total number of state
employees.
(b) The governor shall submit a report to the legislature no later than twenty days prior to the convening of each regular session on the positions established and abolished pursuant to this Act and the means of financing of each of these positions."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect on January 1, 2050.
