A BILL FOR AN ACT
RELATING TO HARBORS.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that over eighty per cent of goods in Hawaii are imported via ocean transportation. While imported goods are offloaded at Honolulu harbor upon arrival, many cargo containers are transported on commercial trucks to west Oahu for storage or further processing. The high volume of goods arriving at Honolulu harbor requires commercial trucks to travel between Honolulu harbor and west Oahu several times a day. Many items transported to west Oahu are then sent back to urban Honolulu, creating increased traffic levels and congestion. In order to ensure that Hawaii's supply chain demands are met while alleviating commercial trucking traffic congestion, a comprehensive study needs to be undertaken to provide further information on increasing operations at Kalaeloa harbor in west Oahu.
Therefore, the purpose of this Act is to require the department of transportation harbors division to conduct a comprehensive study to determine and identify resources necessary to expand Kalaeloa harbor for increased and additional commercial uses, including offloading of cargo and livestock transportation.
SECTION 2. The department of transportation harbors division shall consult with relevant stakeholders and harbor users, including but not limited to the Hawaii Harbor Users Group, to conduct a comprehensive study that examines resources necessary to expand Kalaeloa harbor for additional commercial use, including:
(1) Offloading of cargo containers; and
(2) Livestock transportation.
The study shall include traffic studies and feedback from wholesale and transportation operators in the State.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for a comprehensive study examining increased commercial activity and harbor usage at Kalaeloa harbor.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. The department of transportation harbors division
shall submit a report of its findings and recommendations, including any proposed
legislation, to the legislature no later than twenty days prior to the convening
of the regular session of 2024.
SECTION 5. This Act shall take effect on July 1, 2022.
