A BILL FOR AN ACT
RELATING TO PAYMENT FOR AIRPORT CHARGES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION
1. Section 261-7.6, Hawaii Revised Statutes, is amended to
read as follows:
"[[]§261-7.6[]] Use of credit cards, debit cards, and
online electronic payment systems to pay for airport charges. (a) Notwithstanding any other law to the
contrary, any payments due and owing to the State for any products or services
received from the State at any [airport] airports operated by the
State may be made by an online electronic payment system or credit or
debit card, if prior arrangements have been made by the department for
payments through the use of the online electronic payment system or credit
or debit card and the arrangements have been approved by the comptroller;
provided that online electronic payment systems and credit and debit
cards may not be used to make payments under protest pursuant to section
40-35. The maximum charge that may be
paid to the department by use of an online electronic payment system or a
credit or debit card on any transaction is $500.
(b) Processing fees or charges may be paid to the
online electronic payment system or credit or debit card processor by an
airport for the use of an online electronic payment system or credit or debit
card service; provided that the airport shall impose additional processing fees
or charges upon the user for the online electronic or credit or debit card
payment, the amount of which shall not exceed the amount of the processing fees
or charges imposed on the airport for the subject transaction; provided further
that the airport may require that the purchaser pay the processing fees or
charges directly to the processor."
SECTION
2. Statutory material to be repealed is
bracketed and stricken. New statutory
material is underscored.
SECTION 3. This Act shall take effect on July 1, 2050.
