A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TWENTY-FOURTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $24,394,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016–2017 for the purpose of financing capital improvement projects for the twenty-fourth senatorial district, as follows:
1. Ahuimanu elementary school, Oahu
A. Expansion of the administration building.

2. Aikahi elementary school, Oahu
A. Construction of an outdoor classroom and eating area.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sum appropriated in section 1 shall be expended for the purposes of this Act; provided that the department of education shall be the expending agency for items 1 through 14; provided further that the department of defense shall be the expending agency for item 15.
SECTION 4. This Act shall take effect on July 1, 2016.
