A BILL FOR AN ACT
RELATING TO INTERSCHOLASTIC ATHLETIC ASSOCIATIONS.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the interscholastic athletic associations of each county in the State organize and develop opportunities for student athletic participation. These organizations need financial support to continue operating.
The legislature further finds and declares that it is in the public interest and for the public health, safety, and general welfare of the State that the State provides financial support to ensure the continued operation of the interscholastic athletic associations of each county in the State.
The purpose of this Act is to:
(1) Designate the official interscholastic athletic associations for each county; and
(2) Exclude these interscholastic
athletic associations from the standards and conditions related to the receipt of
funds contained in chapter 42F, Hawaii Revised Statutes; and
(3) Appropriate funds to support the interscholastic athletic associations for each county.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Interscholastic athletic associations. (a)
The official designation of an interscholastic athletic association for
each county shall be as follows:
(1) City and county
of Honolulu: Oahu interscholastic association;
(2) County of Hawaii:
Big Island interscholastic federation;
(3) County of Kauai:
Kauai interscholastic federation; and
(4) County of Maui:
Maui interscholastic league.
(b) The qualifying standards and conditions related to the receipt of funds contained in chapter 42F shall not apply to funds received by the interscholastic athletic associations pursuant to subsection (a)."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 to support the continued operations of the official interscholastic athletic association for each county in the State, to be allocated as follows:
(1) $ to the Oahu interscholastic association;
(2) $ to the Big Island interscholastic federation;
(3) $ to the Kauai interscholastic federation; and
(4) $ to the Maui interscholastic league.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2050.
