A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR PUBLIC SAFETY PROGRAMS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that community-based organizations with an interest in assisting incarcerated persons have been instrumental in providing services and programs on a contractual and voluntary basis to rehabilitate and educate the prison population. Without such procurement or purchase of services contracts, the department of public safety would need to hire personnel to provide the same services.
Rehabilitating and providing re-entry programs and services to Hawaii's inmates have lowered recidivism rates, which makes communities safer. Sufficient resources must be invested in the corrections system to attain these goals.
The purpose of this Act is to make an appropriation to the department of public safety to contract with community-based nonprofit organizations to provide education, mentoring, restorative circles, farming, artisan skills, cognitive behavioral therapy, and cultural healing services to inmates and former inmates who are under the custody and control of the department of public safety or the Hawaii paroling authority.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the department of public safety to contract with community-based non-profit organizations, in accordance with chapter 103F, Hawaii Revised Statutes, to provide education, mentoring, restorative circles, farming, artisan skills, cognitive behavioral therapy, and cultural healing services to inmates and former inmates who are under the custody and control of the department of public safety or the Hawaii paroling authority.
The sums appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
