SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS, IN COLLABORATION WITH THE DEPARTMENT OF Transportation, TO SUBMIT A REPORT DETERMINING THE REVENUE, benefits, and wage practices OF CONCESSIONAIRES AT DANIEL K. INOUYE INTERNATIONAL AIRPORT.

 

 

 


     WHEREAS, the well-being of the State is substantially dependent on the efficient administration, development, management, and operation of its airports; and

 

     WHEREAS, pursuant to chapter 89, Hawaii Revised Statutes, it is the public policy of the State to promote harmonious and cooperative relations between government and its employees and to protect the public by assuring effective and orderly operations of government; and

 

     WHEREAS, in the 2016 fiscal year, concession fees accounted for $161,000,000 in revenues, which accounted for thirty percent of the total revenue for the Department of Transportation Airports Division; and

 

                WHEREAS, the contract with the current concessionaire has not gone out to bid since 1992; and

 

     WHEREAS, concerns have been raised about the health benefits, lack of wage increases, and overall working conditions of employees working for airport concessions; and

 

     WHEREAS, the cost of living in Hawaii, including housing, utilities, and groceries, is significantly above the national average; and

     WHEREAS, in December 2019, over five hundred employees of concessionaires at Daniel K. Inouye International Airport went on strike to protest low wages and lack of benefits; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Department of Labor and Industrial Relations, in collaboration with the Department of Transportation, is requested to report on wages, benefits, and working conditions of each of the concessionaires at Daniel K. Inouye International Airport; and

 

     BE IT FURTHER RESOLVED that the report include but not be limited to the following:

 

     (1)  The annual revenue generated by each of the concessionaires at Daniel K. Inouye International Airport since 2014;

 

     (2)  The annual median wage earned from 2014 through 2019 by the employees of each respective concessionaire at Daniel K. Inouye International Airport;

 

     (3)  An outline of all employee benefits provided by each concessionaire; and

 

     (4)  An analysis of whether concessionaires are in compliance with the terms of their agreements with the State and its employees; and

 

     BE IT FURTHER RESOLVED that the Department of Labor and Industrial Relations is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Labor and Industrial Relations, Director of Transportation, Airports Division Deputy Director, and concessionaires at Daniel K. Inouye International Airport.
