SENATE CONCURRENT
RESOLUTION
Requesting the Auditor to conduct a comprehensive and management audit of Each contract that exceeds $1,000,000 and Has been entered into during the past five years between the department of human services and aNY domestic violence nonprofit organization.
WHEREAS, domestic violence, or the willful intimidation, physical assault, battery, sexual assault, or other abusive behavior that is part of a systematic pattern of power and control perpetrated in a domestic setting, includes physical violence, sexual violence, threats, and emotional abuse; and
WHEREAS, the frequency and threat of domestic violence can vary dramatically, but all levels of domestic violence in the State are a matter of public concern; and
WHEREAS, in a twenty-four hour period, four hundred forty-seven victims received assistance from domestic violence programs in the State; and
WHEREAS, in Hawaii, domestic violence programs provide many services for the benefit of domestic violence victims, including emergency shelter, homicide reduction, and individual, child, housing, court, and legal advocacy; and
WHEREAS, the State provides millions of dollars to nonprofit organizations to address domestic violence awareness, education, and support services for victims; and
WHEREAS, the State has a direct and vested interest in ensuring that its contracts are performed efficiently and with accountability and that programs supported by State contracts are achieving the desired results; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that the Auditor is requested to conduct a comprehensive and management audit of each contract between the Department of Human Services and a domestic violence nonprofit organization that:
(1) Exceeds $1,000,000; and
(2) Has been entered into during the past five years; and
BE IT FURTHER RESOLVED that each comprehensive and management audit shall focus on accountability and oversight of State funding expended pursuant to each contract, including:
(1) The percentage of total expenditures under each contract allocated for staff and administrative costs compared to the expenditures for providing services directly to domestic violence victims;
(2) Recommendations regarding department contracting practices to improve comprehensive care for domestic violence victims; and
(3) Recommendations regarding best contracting practices to increase efficiency by reducing staff and administrative expenditures so that more funds may be expended for the direct benefit of domestic violence victims; and
BE IT FURTHER RESOLVED that the Auditor is requested to specify recommendations that will provide greater efficiency and support for victims of domestic violence; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report to the Legislature of findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Human Services.
