SENATE CONCURRENT
RESOLUTION
encouraging the president of the senate and the speaker of the house of representatives to establish a joint legislative committee on rail transit development.
WHEREAS, the Honolulu Authority for Rapid Transportation is constructing Honolulu's $5,500,000,000 Honolulu Rail Transit Project; and
WHEREAS, transit development coordination has primarily been between the Honolulu Authority for Rapid Transportation and the City and County of Honolulu; however, as a major landowner at a majority of the planned rail transit stations, the State should also be a primary entity in the transit development discussions; and
WHEREAS, the City and County of Honolulu has held several community meetings on the planning and design of the proposed transit stations; and
WHEREAS, the Legislature has made efforts to position the State to engage in more dialogue about rail transit development; and
WHEREAS, in 2011, the Legislature established a working group to discuss mixed-use development for the State's urban core and main streets, a major component of public transportation; and
WHEREAS, in 2012 and 2013, bills to establish rail transit development districts, create a rail transit development coordinator position with the Office of Planning, and initiate senior and workforce housing were introduced; and
WHEREAS, in 2012, a report on behalf of the Office of Planning and Smart Growth America recommended ways that state agencies can leverage rail transit development to maximize benefits to the State; and
WHEREAS, considering the progress of the Honolulu Rail Transit Project and the lands within a one-half-mile radius of the rail transit stations that are under state jurisdiction, the Legislature should establish a joint legislative committee on Rail Transit Development; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the President of the Senate and the Speaker of the House of Representatives are encouraged to establish a joint legislative committee on rail transit development; and
BE IT FURTHER RESOLVED that the committee consider issues relating to but not limited to the following:
(1) State land and facilities;
(2) Infrastructure; and
(3) Public transportation; and
BE IT FURTHER RESOLVED that the joint legislative committee is requested to collaborate with the Honolulu Authority for Rapid Transportation and the City and County of Honolulu regarding the planning and design of proposed transit stations; and
BE IT FURTHER RESOLVED that the joint legislative committee is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the Senate, Speaker of the House of Representatives, Executive Director of the Honolulu Authority for Rapid Transportation, and Mayor of the City and County of Honolulu.
