SENATE CONCURRENT

RESOLUTION

 

 

requesting the Department of Business, Economic Development, and Tourism to convene a gambling task force.

 

 


     WHEREAS, there has been much discussion regarding the legalization of gambling and gaming in the State; and

 

     WHEREAS, a comprehensive analysis of the costs and benefits of various types of gambling would enable legislators to make informed decisions; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is requested to convene a gambling task force to:

 

     (1)  Analyze the financial and social costs and benefits of various types of gambling activity, including but not limited to the lottery, casino, slots, table games, horse and dog racing, sports betting, bingo, and internet gaming;

 

     (2)  Assess the financial viability of each type of gambling in the State; and

 

     (3)  Determine what percentage of each dollar put into a gambling system would likely be remitted for administration, prizes, retailers, and to the State; and

 

     BE IT FURTHER RESOLVED that the gambling task force be composed of:

 

     (1)  A representative from the Department of Health;

 

     (2)  A representative from the Department of Business, Economic Development, and Tourism;

 

     (3)  A representative from the Department of Commerce and Consumer Affairs;

 

     (4)  A representative from the Department of Budget and Finance;

 

     (5)  Five members of the Senate selected by the Senate President; and

 

     (6)  Five members of the House of Representatives selected by the Speaker of the House of Representatives; and

 

     BE IT FURTHER RESOLVED that members of the task force shall not receive compensation for their service but the Department of Business, Economic Development, and Tourism is requested to reimburse the members for necessary expenses, including travel expenses, incurred in the performance of their duties; and

 

     BE IT FURTHER RESOLVED that the task force is requested to report its findings and recommendations to the Governor and the Legislature no later than October 1, 2012, and the task force shall be dissolved on June 30, 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Director of Finance; Senate President; and Speaker of the House of Representatives.
