SENATE RESOLUTION
Requesting the Department of Education to conduct A comparison study and reimburse certain teacher expenditures for classroom supplies.
WHEREAS, all students deserve adequate access to classroom supplies, regardless of where they live; and
WHEREAS, teachers outside of large urban areas, in counties with populations of less than two-hundred thousand, do not have adequate access to large discount retailers of school classroom supplies; and
WHEREAS, as a result, these teachers often incur higher expenses to purchase essential and additional classroom supplies, often with personal funds, than their counterparts in large urban areas; and
WHEREAS, this disparity in classroom supply costs disproportionally impacts students and teachers who live and work in counties with populations of less than two-hundred thousand; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Education is requested, for school year 2021–2022, to conduct a comparison study of the average per-classroom supply expenses in counties with populations of less than two-hundred thousand versus the average per-classroom supply expenses in counties with populations of more than two-hundred thousand; and
BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and
BE IT FURTHER RESOLVED that the Department of Education is requested to reimburse all expenditures of personal funds that are reasonably and necessarily incurred by teachers who live or work in counties with populations of less than two-hundred for the purchase of essential and additional classroom supplies; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Superintendent of Education.
