SENATE RESOLUTION
requesting the department of education to review its policies regarding recruitment of experienced and qualified teachers, with particular consideration on eliminating the cap on credit for years of teaching outside of the department of education.
WHEREAS, the Department of Education has experienced an exceptionally high shortage of qualified teachers in recent years and increasingly relies on uncertified teachers to fill vacant classrooms; and
WHEREAS, teachers typically earn pay increases through years of experience and continuing personal development; and
WHEREAS, recruitment of qualified teachers from outside the Department of Education system is limited by a policy that limits credit for teaching experience to a maximum of six years no matter how many years a qualified teacher has taught outside of the Department of Education; and
WHEREAS, qualified teachers with many years of experience outside the Department of Education could fill some of the vacant positions if they were offered pay commensurate with their experience and qualifications; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Education is requested to review its policies regarding recruitment of experienced and qualified teachers, with particular consideration on eliminating the cap on credit for years of teaching outside of the Department; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Lieutenant Governor,
Chair of the Board of Education, Superintendent of Education, and President of the Hawaii State Teachers Association.
