SENATE RESOLUTION
requesting the auditor to conduct a sunrise review of the regulation and licensure of school psychologists.
WHEREAS, S.B. No. 1274, introduced during the 2021 Regular Session, proposes the regulation and licensure of school psychologists; and
WHEREAS, persons who hold themselves out as school psychologists are not presently required to undergo any formal credentialing process by the State; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, requires certain regulatory measures to be referred to the Auditor for analysis if the regulatory measures being considered for enactment would subject unregulated professions and vocations to licensing upon enactment; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, further requires that referral to the Auditor shall be by a concurrent resolution that identifies a specific legislative bill to be analyzed; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that in accordance with section 26H-6, Hawaii Revised Statutes, the Auditor is respectfully requested to conduct a sunrise review of the licensure of school psychologists; and
BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Auditor.
