SENATE RESOLUTION

 

 

URGING UNITED STATES PRESIDENT JOSEPH R. BIDEN, JR. AND THE ASIA‑PACIFIC ECONOMIC COOPERATION TO HOLD THE 2023 ASIA‑PACIFIC ECONOMIC COOPERATION SUMMIT IN THE CITY AND COUNTY OF HONOLULU, STATE OF HAWAII.

 

 


     WHEREAS, the Asia-Pacific Economic Cooperation (APEC) is a regional economic forum established in 1989, that aims to create greater prosperity for the people of the region by promoting balanced, inclusive, sustainable, innovative and secure growth and by accelerating regional economic integration; and

 

     WHEREAS, APEC is the only international intergovernmental grouping in the world committed to reducing barriers to trade and investment without requiring its members to enter into legally binding obligations, but endeavors to achieve its goals by promoting dialogue and arriving at decisions on a consensus basis, giving equal weight to the views of all members; and

 

     WHEREAS, APEC's twenty-one member economies, comprised of Australia; Brunei Darussalam; Canada; Chile; People's Republic of China; Hong Kong, China; Indonesia; Japan; Republic of Korea; Malaysia; Mexico; New Zealand; Papua New Guinea; Peru; The Philippines; The Russian Federation; Singapore; Chinese Taipei; Thailand; United States of America; and Viet Nam, represent over forty percent of the world's population and over fifty percent of the world's trade; and

 

     WHEREAS, every year, one of the twenty-one APEC members plays host to APEC meetings (Summit) and serves as the APEC Chair; and

 

     WHEREAS, the host economy for the APEC Summit is responsible for chairing various meetings, including the annual Economic Leaders' Meeting, selected ministerial meetings, senior officials' meetings, the APEC Business Advisory Council and the APEC Study Centers Consortium; and

 

     WHEREAS, hosting the APEC Summit demonstrates the United States' strong commitment to building and strengthening its productive relationships with the members of APEC; and

 

     WHEREAS, it is of the utmost honor for a city to be chosen as the hosting city of APEC's annual conference; and

 

     WHEREAS, the hosting city will also be given the tremendous opportunity to establish positive and long-lasting relationships with the attending APEC member economies and their people, including thousands of diplomats, support staff, and media members from around the world; and

 

     WHEREAS, the State of Hawaii is actively seeking to expand its international ties and has an abiding interest in developing friendship, goodwill, and economic and educational relations between the people of Hawaii and the people of Asia-Pacific regional economies; and

 

     WHEREAS, the State of Hawaii, which is renowned not only for its hospitality grounded in the spirit of Aloha, natural beauty, and mild weather, but also for its diverse ethnicities and consensus building among multiple cultures; is situated at the intersection of the twenty-one members of APEC; and has experience successfully hosting and accommodating numerous international conferences, including the 2011 APEC Summit and the World Conservation Congress of the International Union for Conservation of Nature in 2016, is an ideal location to hold APEC Summits; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that United States President Joseph R. Biden, Jr. and the Asia-Pacific Economic Cooperation are urged to hold the 2023 Asia-Pacific Economic Cooperation Summit in the City and County of Honolulu, State of Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Office of the President of the United States; Executive Director of the Asia-Pacific Economic Cooperation Secretariat; Governor; Director of Business, Economic Development, and Tourism; and Mayor of the City and County of Honolulu.
