SENATE RESOLUTION

 

 

Urging the Hawaii construction industry to increase the recycling of construction and demolition debris and to expand the usage of recycled construction materials to the greatest extent possible.

 

 

     WHEREAS, the recycling of construction and demolition debris has substantial benefits to the State; and

 

     WHEREAS, the increased recycling of construction and demolition debris would help to divert nearly two thousand tons of waste from landfills each day; and

 

     WHEREAS, many landfills in the State that accept construction and demolition debris are expected to reach maximum capacity within one decade; and

 

     WHEREAS, on Oahu, the Waimanalo Gulch Sanitary Landfill, the island's only municipal solid waste landfill, is expected to close by 2028; and

 

     WHEREAS, on Hawaii Island, the closure of the South Hilo Sanitary Landfill in 2019 has left only the Puuanahulu Landfill remaining; and

 

     WHEREAS, Kauai's only landfill, the Kekaha landfill, is expected to become full in 2026; and

 

     WHEREAS, the landfills on the islands of Maui, Lanai, and Molokai are expected to reach capacity within the next twenty years; and

 

     WHEREAS, landfills also cause significant impacts to nearby communities; and

 

     WHEREAS, the residents of communities near landfills, such as Nanakuli and Kekaha, face a proliferation of environmental consequences and reduced property values due to their proximity to the landfills; and

 

     WHEREAS, the roads serving these communities also must unfairly endure the weight of tons of waste being transported from all their island's residents; and

 

     WHEREAS, these burdens may be mitigated through an increase in recycling and diversion of construction waste; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that Hawaii's construction industry is urged to increase the recycling of construction and demolition debris to the greatest extent possible; and

 

     BE IT FURTHER RESOLVED that the Hawaii construction industry is urged to expand the usage of recycled construction materials to the greatest extent possible; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of the General Contractors Association of Hawaii, Executive Secretary-Treasurer of the Hawaii Regional Council of Carpenters, and Executive Director of the Hawaii Building and Construction Trades Council.
