SENATE RESOLUTION

 

 

ESTABLISHING A WORKING GROUP TO DISCUSS MIXED USE DEVELOPMENT IN THE URBAN CORE AND MAIN STREETS, WAYS OF BUILDING DENSELY IN THE URBAN CORE TO MINIMIZE SPRAWL, AND MIXED USE DEVELOPMENT REGARDING TRANSIT STATIONS.

 

 


     WHEREAS, because Hawaii is an island state with limited land and other resources, sound land use policy planning must be utilized to ensure a sustainable and livable environment; and

 

     WHEREAS, in an effort to stimulate the economy and promote sound land use policy planning, a working group is necessary to discuss such issues as mixed use development in the urban core and main streets, ways of building densely in the urban core to minimize sprawl, and mixed use development regarding transit stations; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Land and Natural Resources is requested to establish an Urban Core and Main Street Redevelopment Working Group to discuss mixed use development in the urban core and main streets, ways of building densely in the urban core to minimize sprawl, and mixed use development regarding transit stations; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board and Land and Natural Resources is requested to appoint members of the Working Group so that it consists of the following individuals, agencies, and organizations, or their representatives:

 

     (1)  The Chair and Vice-chair of the Senate Committee on Water, Land, and Housing;

 

     (2)  Other senators as may be designated by the President of the Senate;

 

     (3)  Office of Planning;

 

     (4)  Department of Budget and Finance;

 

     (5)  Department of Accounting and General Services;

 

     (6)  Department of Land and Natural Resources;

 

     (7)  The mayor of each county or the mayor's designee;

 

     (8)  A representative of the council of each county;

 

     (9)  Department of Planning and Permitting of the City and County of Honolulu;

 

    (10)  Honolulu Authority for Rapid Transportation;

 

    (11)  Hawaii Building & Construction Trades Council;

 

    (12)  General Contractors Association of Hawaii;

 

    (13)  Land Use Research Foundation of Hawaii;

 

    (14)  Urban Land Institute Hawaii; and

 

    (15)  Other interested parties including but not limited to developers, architects, and contractors; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board of Land and Natural Resources is requested to serve as Chairperson of the Working Group; and

 

     BE IT FURTHER RESOLVED that the Working Group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012; and

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the Senate; the Chair of the Senate Committee on Water, Land, and Housing; the Chairperson of the Board of Land and Natural Resources; the Director of the Office of Planning; the Director of Budget and Finance; the Comptroller; the mayor and council of each county; the Director of Planning and Permitting, City and County of Honolulu; the Chairperson of the Board of Directors of the Honolulu Authority for Rapid Transportation; the President of the Land Use Research Foundation of Hawaii; the Executive Director of the Hawaii Building & Construction Trades Council; the President of the General Contractors Association of Hawaii; and the Urban Land Institute.
