THE SENATE

S.R. NO.

94

THIRTY-SECOND LEGISLATURE, 2024

STATE OF HAWAII

SENATE RESOLUTION

URGING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO DEVELOP A COMPREHENSIVE RECYCLING PROGRAM TO BE IMPLEMENTED IN ALL OFFICES AT THE HAWAII STATE CAPITOL.

WHEREAS, Hawaii benefits from natural beauty and unique ecosystems that are vital to the State's culture, economy, and way of life; and

WHEREAS, the State faces significant environmental challenges due to its limited land availability and the growing pressures of waste management; and

WHEREAS, landfill space in Hawaii is critically limited, and the expansion of landfills threatens the State's environment and communities; and

WHEREAS, recycling reduces the need for landfills, conserves natural resources, minimizes the environmental impact of waste, and offers a sustainable solution to some of the State's waste management issues; and

WHEREAS, Hawaii has established goals to reduce, reuse, and recycle waste products but has not made these efforts mandatory, which limits their effectiveness and participation rates; and

WHEREAS, the Legislature should lead by example in environmental stewardship efforts, demonstrating the State's commitment to sustainable practices; and

WHEREAS, a comprehensive recycling program at the Hawaii State Capitol would serve as a model for sustainable waste management practices and would encourage businesses, organizations, and individuals to adopt similar recycling measures; now, therefore,

BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Accounting and General Services is urged to develop a comprehensive recycling program, with specific focus on the collection of HI-5 recyclable items, to be implemented in all offices at the Hawaii State Capitol; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Comptroller, and Speaker of the House of Representatives.
