Section
321.373,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
7A.
a.
A
new
school
bus
ordered
for
3
purchase
by
a
school
district
on
or
after
July
1,
2015,
shall
4
be
equipped
with
a
motion-activated
student
detection
system
5
consisting
of
at
least
two
exterior
motion
sensors
mounted
6
on
the
front
of
the
school
bus,
two
exterior
motion
sensors
7
mounted
on
the
rear
of
the
school
bus,
and
a
motion-sensitive
8
alarm
system.

b.
Notwithstanding
section
321.378,
this
subsection
applies
10
only
to
public
schools
where
children
are
transported
to
and
11
from
school.

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
13
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
14
compliance
with
any
state
mandate
included
in
this
Act
shall
15
be
paid
by
a
school
district
from
state
school
foundation
16
aid
received
by
the
school
district
under
section
257.16,
a
17
physical
plant
and
equipment
levy
under
section
298.2,
or
from
18
revenues
from
the
secure
an
advanced
vision
for
education
19
fund
under
chapter
423F.
This
specification
of
the
payment
20
of
the
state
cost
shall
be
deemed
to
meet
all
of
the
state
21
funding-related
requirements
of
section
25B.2,
subsection
3,
22
and
no
additional
state
funding
shall
be
necessary
for
the
23
full
implementation
of
this
Act
by
and
enforcement
of
this
Act
24
against
all
affected
school
districts.

EXPLANATION
26
This
bill
requires
that
new
school
buses
ordered
for
27
purchase
by
a
school
district
on
or
after
July
1,
2015,
be
28
equipped
with
a
motion-activated
student
detection
system
29
consisting
of
at
least
two
exterior
motion
sensors
mounted
30
on
the
front
of
the
school
bus,
two
exterior
motion
sensors
31
mounted
on
the
rear
of
the
school
bus,
and
a
motion-sensitive
32
alarm
system.
The
bill
applies
only
to
public
schools.

The
bill
may
include
a
state
mandate
as
defined
in
Code
34
section
25B.3.
The
bill
requires
that
the
state
cost
of

by
a

from

received

the

specification

constitute

the
requirement

subdivisions

with
any
state
mandates
included
in
the
bill.
