1.
NEW
SECTION
.
261.109
Advanced
dyslexia
1
specialist
endorsement
grant
program.

1.
If
moneys
are
appropriated
by
the
general
assembly
3
for
a
fiscal
year
for
the
purpose
provided
in
this
section,
4
the
college
student
aid
commission,
in
collaboration
with
5
the
department
of
education,
shall
develop
and
administer
6
a
grant
program
to
provide
grants
to
teachers
to
obtain
an
7
advanced
dyslexia
specialist
endorsement
pursuant
to
section
8
272.2,
subsection
23,
to
help
offset
the
cost
associated
with
9
obtaining
the
advanced
dyslexia
specialist
endorsement.

2.
The
college
student
aid
commission
shall
establish
the
11
evaluation
criteria
to
be
used
in
evaluating
applications
for
12
grants
submitted
under
this
section.
Priority
shall
be
given
13
to
applicants
who
are
residents
of
Iowa
and
to
applicants
who
14
graduated
from
an
institution
of
higher
learning
governed
by
15
the
state
board
of
regents
or
an
accredited
private
institution
16
as
defined
in
section
261.9.

3.
The
college
student
aid
commission,
in
collaboration
18
with
the
department
of
education,
shall
adopt
rules
pursuant
to
19
chapter
17A
to
administer
this
section.

4.
An
advanced
dyslexia
specialist
endorsement
grant
21
program
fund
is
established
in
the
state
treasury.
The
fund
22
shall
be
administered
by
the
college
student
aid
commission
and
23
shall
consist
of
moneys
appropriated
by
the
general
assembly
24
and
any
other
moneys
received
by
the
college
student
aid
25
commission
for
deposit
in
the
fund.
The
moneys
in
the
fund
26
are
appropriated
to
the
college
student
aid
commission
for
27
the
advanced
dyslexia
specialist
endorsement
grant
program.
28
Notwithstanding
section
8.33,
moneys
in
the
fund
at
the
close
29
of
the
fiscal
year
shall
not
revert
to
the
general
fund
of
30
the
state
but
shall
remain
available
for
expenditure
for
the
31
advanced
dyslexia
specialist
endorsement
grant
program
for
32
subsequent
fiscal
years.
Notwithstanding
section
12C.7,
33
subsection
2,
interest
or
earnings
on
moneys
in
the
fund
shall
34
be
credited
to
the
fund.

bill
establishes
the
advanced
dyslexia
specialist

endorsement
grant
program.

The
bill
requires
the
college
student
aid
commission
6
(commission),
in
collaboration
with
the
department
of
education
7
(department),
to
develop
and
administer
a
grant
program
to
8
provide
grants
to
teachers
to
obtain
an
advanced
dyslexia
9
specialist
endorsement
pursuant
to
Code
section
272.2(23),
to
10
help
offset
the
cost
associated
with
obtaining
the
endorsement,
11
if
moneys
are
appropriated
by
the
general
assembly
for
a
fiscal
12
year
for
this
purpose.

The
bill
requires
the
commission
to
establish
the
criteria
14
to
be
used
when
evaluating
applications
for
grants

15
under
the
advanced
dyslexia
specialist
endorsement
grant
16
program.
The
bill
also
requires
the
commission
to
give

to

who
