H.F. 2257 Section 1. INMATE SUBSTANCE ABUSE TREATMENT IN COUNTY JAILS 1 PILOT PROGRAM. The Iowa department of public health shall 2 allocate a portion of federal moneys received by the department 3 to develop and administer a substance abuse treatment program 4 in county jails to ensure inmates receive appropriate substance 5 abuse treatment, including medication-assisted treatment. The 6 program may include programming for inmates in the jail or 7 be utilized as a jail diversion program as an alternative to 8 incarceration. The Iowa department of public health shall 9 consult with local stakeholders in each county in order to 10 establish the program including but not limited to the county 11 attorney, county sheriff, county supervisors, judges, substance 12 abuse professionals, and mental health professionals. The 13 program shall be established in five counties of varying size, 14 and the department shall file a report detailing any findings 15 and recommendations with the general assembly by January 14, 16 2022. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill establishes an inmate substance abuse treatment 21 pilot program in county jails. 22 The bill requires the Iowa department of public health to 23 allocate a portion of federal moneys received by the department 24 to develop and administer a substance abuse treatment program 25 in county jails to ensure inmates receive appropriate substance 26 abuse treatment, including medication-assisted treatment.
