Section
1.
Section
914.3,
subsection
1,
Code
2023,
is
1
amended
to
read
as
follows:

1.
a.
Except
as
otherwise
provided
in
section
902.2
,
the
3
board
of
parole
shall
periodically
review
all
applications
by
4
persons
convicted
of
criminal
offenses
and
shall
recommend
to
5
the
governor
the
reprieve,
pardon,
commutation
of
sentence,
6
remission
of
fines
or
forfeitures,
or
restoration
of
the
rights
7
of
citizenship
for
persons
who
have
by
their
conduct
given
8
satisfactory
evidence
that
they
will
become
or
continue
to
be
9
law-abiding
citizens.
10
b.
The
board
of
parole
shall
acknowledge
an
application
for
11
a
reprieve,
pardon,
commutation
of
sentence,
remission
of
fines
12
or
forfeitures,
or
restoration
of
the
rights
of
citizenship
13
received
from
a
person
convicted
of
a
criminal
offense
within
14
thirty
days
of
receipt
of
the
application.
15
c.
The
board
of
parole
shall
make
a
recommendation
to
the
16
governor
concerning
whether
an
application
for
a
reprieve,
17
pardon,
commutation
of
sentence,
remission
of
fines
or
18
forfeitures,
or
restoration
of
the
rights
of
citizenship
should
19
be
granted
within
three
hundred
sixty-five
days
of
receipt
of
20
the
application.

The
inclusion

explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
an
application
for
a
reprieve,
pardon,
25
commutation
of
sentence,
remission
of
fines
or
forfeitures,
or
26
restoration
of
the
rights
of
citizenship
made
to
the
board
of
27
parole.
28
The
bill
provides
that
the
board
of
parole
shall
acknowledge
29
an
application
for
a
reprieve,
pardon,
commutation
of
sentence,
30
remission
of
fines
or
forfeitures,
or
restoration
of
the
rights
31
of
citizenship
received
from
a
person
convicted
of
a
criminal
32
offense
within
30
days
of
receipt
of
the
application,
and
shall
33
make
a
recommendation
to
the
governor
concerning
whether
an
34
application
should
be
granted
within
365
days
of
receipt
of
the
