Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Sec.
24A.
Right
to
hunt,
fish,
trap,
and
harvest
wildlife.

1.
The
people
of
this
state
have
the
right
to
hunt,
fish,
6
trap,
and
harvest
wildlife,
including
by
the
use
of
traditional
7
methods,
subject
to
reasonable
laws
enacted
by
the
general
8
assembly
and
reasonable
rules
adopted
by
the
natural
resource
9
commission
that
promote
wildlife
conservation
and
management,
10
that
maintain
natural
resources
in
trust
for
public
use,
and
11
that
preserve
the
future
of
hunting,
fishing,
trapping,
and
12
harvesting
wildlife.

2.
Public
hunting,
fishing,
trapping,
and
harvesting
of
14
wildlife
shall
be
a
preferred
means
of
managing
and
controlling
15
wildlife.

3.
This
section
shall
not
be
construed
to
modify
any
17
provision
of
law
relating
to
eminent
domain,
trespass,
property
18
rights,
or
water
resources.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
20
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
21
to
the
general
assembly
to
be
chosen
at
the
next
general
22
election
for
members
of
the
general
assembly,
and
shall
be
23
published
as
provided
by
law
for
three
months
previous
to
the
24
date
of
that
election.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
29
Constitution
of
the
State
of
Iowa
providing
that
the
people
30
of
this
state
have
the
right
to
hunt,
fish,
trap,
and
harvest
31
wildlife,
including
by
the
use
of
traditional
methods,
32
subject
to
reasonable
laws
enacted
by
the
general
assembly
and
33
reasonable
rules
adopted
by
the
natural
resource
commission

that
promote
wildlife
conservation
and
management,
that

proposed
amendment
further
states

hunting,
fishing,

proposed
amendment
shall
not
be
construed
to
modify

any

of
law
relating
to

resolution,
if
adopted,
would
be
published
and
then

referred
to
the
next
general
assembly
(91st)
for
adoption,

before
being
submitted
to

electorate
for
ratification.
