H.R. 108 totalitarian dictatorship; and 1 WHEREAS, over 90 percent of Ukrainian citizens voted 2 for their nation’s independence, with majorities in 3 every region, formalizing their break with Russia, 4 overwhelmingly expressing the people’s desire to be 5 free; and 6 WHEREAS, in the decades since, Russia has rejected 7 good-faith efforts made to address concerns through 8 dialogue to avoid needless conflict and avert human 9 suffering, opting instead for violence and violations 10 of international law; and 11 WHEREAS, in February 2022, Russia launched a 12 violent and unnecessary attack on the Ukrainian people 13 threatening peace and security throughout Europe; and 14 WHEREAS, the people of Iowa and the House of 15 Representatives are committed to the spread of peace, 16 democracy, and freedom worldwide; NOW THEREFORE, 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 18 That the House of Representatives calls for the end of 19 hostilities in Ukraine and respect for the independence 20 of the people of Ukraine; and 21 BE IT FURTHER RESOLVED, That the House of 22 Representatives condemns in the strongest possible 23 terms Russia’s unnecessary, violent, and immoral 24 invasion of Ukraine and attacks on the Ukrainian 25 people; and 26 BE IT FURTHER RESOLVED, That the House of 27 Representatives commends the courage and resolve shown 28 by the Ukrainian people in their pursuit of sovereignty 29 and democracy, and pays tribute to the many men and 30 -2- LSB 6241YH (3) 89 es/rn 2/ 3
