PROPOSALS.

The
natural
resource
commission
shall,
by
rules
adopted
3
pursuant
to
chapter
17A,
establish
a
competitive
selection
4
process
for
the
awarding
of
contracts
to
eligible
private
5
entities
to
provide
certain
services
in
state
parks
and
6
recreation
areas.

2.
The
procedure
established
shall
include
issuance
of
a
8
formal
request
for
proposals
by
the
commission.
The
request
9
for
proposals
shall
provide
private
entities
with
sufficient
10
information
about
the
commission’s
requirements
and
goals
to
11
allow
the
entities
to
propose
solutions
to
those
requirements
12
and
goals,
including
increasing
services
and
reducing
costs
in
13
state
parks
and
recreation
areas.

EXPLANATION

This
bill
requires
the
natural
resource
commission,
by
rule,

to
establish
a
competitive
selection
process
for
the
awarding

of
contracts
to
eligible
private
entities
to
provide
certain

services
in
state
parks
and
recreation
areas.

The
procedure
established
must
include
issuance
of
a
formal

request
for
proposals

provides
private
entities
with

commission’s

to

the
entities
to
