1.
Definitions.
As
used
in
this
section,
unless
the
context
3
otherwise
requires:
4
a.
“Athletic
activity”
means
all
of
the
following:
5
(1)
An
interscholastic
athletic
game
or
competition,
6
or
a
practice,
interschool
practice,
or
scrimmage
for
an
7
interscholastic
athletic
game
or
competition.
8
(2)
An
extracurricular
interscholastic
athletic
activity
9
including
an
interschool
practice
or
scrimmage
for
an
10
extracurricular
interscholastic
athletic
activity.
11
b.
“Coach”
means
an
individual
employed
by
a
public
school
12
district
or
a
nonpublic
school
to
coach
students
participating
13
in
an
athletic
activity.
14
c.
“Extracurricular
interscholastic
athletic
activity”
15
means
any
extracurricular
interscholastic
activity,
contest,
16
competition,
or
practice
governed
by
the
Iowa
high
school
17
athletic
association
or
the
Iowa
girls
high
school
athletic
18
union,
or
sponsored
by
a
public
school
or
nonpublic
school
19
entity,
including
cheerleading,
club-sponsored
sports
20
activities,
and
sports
activities
sponsored
by
an
organization
21
as
defined
in
section
280.13.

d.
“Licensed
health
care
provider”
means
a
physician,
23
physician
assistant,
chiropractor,
advanced
registered
nurse
24
practitioner,
nurse,
physical
therapist,
or
athletic
trainer
25
licensed
by
a
board
designated
under
section
147.13.
26
e.
“Official”
means
a
referee,
umpire,
judge,
or
other
27
official
in
an
athletic
activity
who
is
registered
with
the
28
Iowa
high
school
athletic
association
or
the
Iowa
girls
high
29
school
athletic
association.
30
f.
“Student”
means
a
student
enrolled
in
a
public
school
or
31
nonpublic
school.
32
g.
“Sudden
cardiac
arrest”
means
a
life-threatening
medical
33
condition
requiring
immediate
emergency
treatment
characterized
34
by
the
sudden
cessation
of
cardiac
activity
causing
circulatory

a
sudden
cardiac
arrest”
includes
fainting

or
seizures
during
exercise,
unexplained
shortness
of
breath,

chest
pains,
dizziness,
racing
heart
rate,
and
extreme
fatigue.

information
sheet.

a.
The
department
of
public
health,
the
Iowa
high
school
6
athletic
association,
and
the
Iowa
girls
high
school
athletic
7
union
shall
collaborate
to
develop
and
distribute
guidelines
8
and
other
pertinent
information
materials
to
inform
and
educate
9
coaches,
students
participating
in
or
desiring
to
participate
10
in
an
athletic
activity,
and
the
parents
and
guardians
of
such
11
students
about
the
nature,
warning
signs,
and
symptoms
of
a
12
sudden
cardiac
arrest,
including
the
risks
associated
with
13
continuing
to
participate
in
or
practice
an
athletic
activity
14
after
experiencing
the
symptoms
of
a
sudden
cardiac
arrest.
15
In
developing
the
guidelines
and
materials,
the
collaborating
16
entities
may
utilize,
at
no
cost
to
the
state,
existing
17
evidence-based
materials
developed
by
organizations
such
as
18
Simon’s
heart
and
parent
heart
watch.
19
b.
For
school
years
beginning
on
or
after
July
1,
2020,
20
the
board
of
directors
of
each
public
school
district
and
the
21
authorities
in
charge
of
each
nonpublic
school
shall
provide
22
to
the
parent
or
guardian
of
each
student
participating
in
23
or
desiring
to
participate
in
an
athletic
activity
a
sudden
24
cardiac
arrest
information
sheet,
as
provided
by
the
department
25
of
public
health,
the
Iowa
high
school
athletic
association,
26
and
the
Iowa
girls
high
school
athletic
union.
Each
school
27
year,
the
student
and
the
student’s
parent
or
guardian
shall
28
sign
and
return
an
acknowledgment
of
receipt
and
review
of
the
29
sudden
cardiac
arrest
information
sheet
to
the
student’s
school
30
prior
to
the
student’s
participation
in
any
athletic
activity.
31
3.
Informational
meeting.
Each
public
school
district
and
32
nonpublic
school
may
hold
an
informational
meeting
prior
to
33
the
start
of
each
athletic
season
for
all
ages
of
students
34
regarding
the
symptoms
and
warning
signs
of
a
sudden
cardiac

In
addition
to
students,
parents
and
guardians
of

students,
and
coaches,
informational
meetings
may
include
2
physicians,
pediatric
cardiologists,
and
athletic
trainers.

4.
Removal
from
participation.
4
a.
A
student,
as
determined
by
the
student’s
coach,
an
5
official,
a
licensed
health
care
provider,
or
any
other
person
6
designated
by
the
student’s
public
school
or
nonpublic
school,
7
who
passes
out
or
faints
or
exhibits
any
signs
or
symptoms
of
8
a
sudden
cardiac
arrest
while
participating
in
an
athletic
9
activity
shall
be
removed
immediately
from
participation
in
the
10
athletic
activity.
11
b.
A
student
who
has
been
removed
from
participation
in
an
12
athletic
activity
shall
not
recommence
such
participation
in
13
the
athletic
activity
or
participate
in
any
athletic
activity
14
until
the
student
has
been
evaluated
by
a
licensed
health
care
15
provider
trained
in
the
evaluation
and
management
of
a
sudden
16
cardiac
arrest
and
the
student
has
received
written
clearance
17
to
return
to
or
commence
participation
in
an
athletic
activity
18
from
an
appropriate
licensed
health
care
provider.

5.
Training.
20
a.
The
department
of
public
health,
the
Iowa
high
school
21
athletic
association,
and
the
Iowa
girls
high
school
athletic
22
union
shall
collaborate
to
develop
training
materials
and
23
courses
regarding
a
sudden
cardiac
arrest,
including
training
24
regarding
the
evaluation,
prevention,
symptoms,
risks,
and
25
long-term
effects
of
a
sudden
cardiac
arrest.
The
training
26
materials
used
may
include
those
provided,
at
no
cost
to
the
27
state,
by
organizations
such
as
Simon’s
heart
and
parent
heart
28
watch.
29
b.
Each
official
and
each
coach
of
a
student
participating
30
in
an
athletic
activity
shall
complete
the
training
developed
31
under
paragraph
“a”
on
an
annual
basis.
32
c.
Individuals
required
to
complete
training
pursuant
to
33
this
subsection
shall
submit
proof
of
such
completion
to
the
34
Iowa
high
school
athletic
association
or
the
Iowa
girls
high
35

This
bill
relates
to
the
establishment
of
standards
for
the
5
prevention
of
a
sudden
cardiac
arrest
in
student
athletes.

The
bill
includes
definitions
used
in
the
bill
including
7
“sudden
cardiac
arrest”
which
means
a
life-threatening
medical
8
emergency
characterized
by
the
sudden
cessation
of
cardiac
9
activity
causing
circulatory
failure
throughout
the
body
and
10
“student”
which
means
a
student
enrolled
in
a
public
school
or
11
nonpublic
school.

The
bill
requires
the
department
of
public
health
(DPH),
the
13
Iowa
high
school
athletic
association,
and
the
Iowa
girls
high
14
school
athletic
union
to
collaborate
to
develop
and
distribute
15
guidelines
and
other
pertinent
information
materials
to
inform
16
and
educate
coaches,
students
participating
in
or
desiring
17
to
participate
in
an
athletic
activity,
and
the
parents
and
18
guardians
of
such
students
about
the
