Section
1.
Section
483A.24,
subsection
16,
Code
2021,
is
1
amended
to
read
as
follows:
2
16.
a.
Upon
payment
of
the
fee
established
by
rules
adopted
3
pursuant
to
section
483A.1
for
a
lifetime
fishing
license
or
4
lifetime
hunting
and
fishing
combined
license,
the
department
5
shall
issue
a
lifetime
fishing
license
or
lifetime
hunting
and
6
fishing
combined
license
to
a
resident
of
Iowa
who
has
served
7
in
the
armed
forces
of
the
United
States
on
federal
active
8
duty
and
who
was
disabled
or
was
a
prisoner
of
war
during
that
9
veteran’s
military
service.
The
department
shall
prepare
10
an
application
to
be
used
by
a
person
requesting
a
lifetime
11
fishing
license
or
lifetime
hunting
and
fishing
combined
12
license
under
this
subsection
.
The
department
of
veterans
13
affairs
shall
assist
the
department
in
verifying
the
status
or
14
claims
of
applicants
under
this
subsection
.
As
used
in
this
15
subsection
,
“disabled”
means
entitled
to
a
service
connected
16
rating
under
38
U.S.C.
ch.
11.
17
b.
A
resident
eligible
to
obtain
a
lifetime
fishing
license
18
or
lifetime
hunting
and
fishing
combined
license
under
this
19
subsection
may
hunt
without
acquiring
a
hunting
license
or
20
fish
without
acquiring
a
fishing
license
if
the
resident
was
21
disabled
during
that
veteran’s
military
service
and
such
22
disability
is
rated
at
one
hundred
percent,
as
verified
by
23
the
department
of
veterans
affairs.
While
hunting
or
fishing
24
pursuant
to
this
paragraph,
the
resident
shall,
upon
request
of
25
an
officer
of
the
department,
display
proof
of
the
veteran’s
26
age,
residency,
veteran
status,
and
disability
status.

The
inclusion

does
not
constitute
agreement
with

substance

the
members
of
the
general
assembly.

This
bill
relates
to
hunting
and
fishing
privileges
for
31
certain
disabled
veterans.
Under
current
law,
a
resident
who
32
served
in
the
armed
forces
of
the
United
States
on
federal
33
active
duty
and
who
was
disabled
during
that
veteran’s
military
34
service
is
eligible
to
obtain
a
lifetime
fishing
license
or
35

lifetime
hunting
and

combined
license.

Under
the
bill,
a
resident
who
is
a
disabled
veteran
may
hunt

without
acquiring
a
hunting
license
or
fish
without
acquiring
3
a
fishing
license
if
the
veteran’s
disability
is
rated
at
100
4
percent.
A
resident
hunting
in
such
manner
shall,
upon
request
5
of
an
officer
of
the
department
of
natural
resources,
display
6
proof
of
the
veteran’s
age,
residency,
veteran
status,
and
7
disability
status.
