Cybersecurity
simulation

training
center.

1.
The
cybersecurity
simulation
training
center
is
3
established
in
the
center
for
cybersecurity
innovation
4
and
outreach
at
the
Iowa
state
university
of
science
and
5
technology.
6
2.
The
cybersecurity
simulation
training
center
shall
7
conduct
and
sponsor
research
and
activities
that
enable
persons
8
to
develop
strategies
to
counter
cybersecurity
threats
and
9
mitigate
the
damage
resulting
from
a
cybersecurity
attack.
10
3.
The
cybersecurity
simulation
training
center
shall
be
11
available
to
businesses,
state
agencies,
political
subdivisions
12
of
the
state,
students,
and
educators,
and
shall
support
all
13
of
the
following:

a.
Cybersecurity
training
exercises.

b.
Case
studies.

c.
Student
events
and
competitions.

d.
Training
exercises
for
educators.

workforce

APPROPRIATION.
There
is
appropriated
from

the
general
fund
of
the
state
to
the
state
board
of
regents
for

the
fiscal
year
beginning
July
1,
2023,
and
ending
June
30,
23
2024,
the
following
amount,
or
so
much
thereof
as
is
necessary,
24
to
be
used
for
the
purposes
designated:

purposes
of
the
cybersecurity
simulation
training
26
center
at
the
Iowa
state
university
of
science
and
technology
27
established
pursuant
to
section
266.50,
as
enacted
in
this
Act:

Notwithstanding
section
8.33,
moneys
appropriated
in
this

section
that
remain
unencumbered
or
unobligated
at
the
close

the
close
of
the
33
fiscal
year
that
begins
July
1,
2025.

entitled
“cybersecurity

simulation
training
center”.

EXPLANATION
4
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
5
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
the
cybersecurity
simulation
training
7
center
at
the
Iowa
state
university
of
science
and
technology.
8
The
bill
requires
the
center
to
conduct
and
sponsor
research
9
and
activities
that
enable
persons
to
develop
strategies
to
10
counter
cybersecurity
threats
and
mitigate
the
damage
resulting
11
from
a
cybersecurity
attack.
The
bill
provides
that
the
center
12
shall
be
available
to
businesses,
state
agencies,
political
13
subdivisions
of
the
state,
students,
and
educators,
and
shall
14
support
cybersecurity
training
exercises,
case
studies,
student
15
events
and
competitions,
training
exercises
for
educators,
and
16
cybersecurity
workforce
development.

The
bill
appropriates
$2.5
million
from
the
general
fund
of
18
the
state
to
the
state
board
of
regents
for
FY
2023-2024
for
19
purposes
of
the
center.
The
bill
provides
that
if
these
moneys
20
remain
unencumbered
or
unobligated
at
the
close
the
fiscal
21
year,
the
moneys
shall
not
revert
but
shall
remain
available
22
for
expenditure
until
the
close
of
FY
2025-2026.
