Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Sec.
26.
Free,
competent,
and
comprehensive
public
5
school
education.
The
provision
of
a
free,
competent,
and
6
comprehensive
public
school
education
shall
be
the
right
of
7
any
resident
of
this
state
who
has
not
attained
the
age
of
8
nineteen,
and
a
primary
obligation
of
the
state
of
Iowa,
to
9
prepare
the
person
for
gainful
employment,
participation
in
10
democratic
governance,
and
such
postsecondary
school
education
11
as
may
be
appropriate.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
amendment
13
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
14
general
assembly
to
be
chosen
at
the
next
general
election
for
15
members
of
the
general
assembly,
and
shall
be
published
as
16
provided
by
law
for
three
consecutive
months
previous
to
the
17
date
of
that
election.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.
21
This
joint
resolution
proposes
an
amendment
to
the
22
Constitution
of
the
State
of
Iowa
specifying
that
the
23
“provision
of
a
free,
competent,
and
comprehensive
public
24
school
education
shall
be
the
right
of
any
resident
of
this
25
state
who
has
not
attained
the
age
of
nineteen,
and
a
primary
26
obligation
of
the
state
of
Iowa,
to
prepare
the
person
for
27
gainful
employment,
participation
in
democratic
governance,
and
28
such
postsecondary
school
education
as
may
be
appropriate”.

The
joint
resolution,
if
adopted,
would
be
published
and

then
referred
to
the
next
general
assembly
(90th)
for
adoption,

before
being
submitted
to

electorate
for
ratification.
