The moneys appropriated in subsection 1 shall be used for 1 the public purpose of providing a grant to a national nonprofit 2 organization with over 80 years of experience in assisting 3 children and adults with disabilities and special needs. The 4 moneys shall be used to support a nationally recognized program 5 that began in 1986 and has been replicated in at least 30 other 6 states, but which is not available through any other entity 7 in this state, and that provides assistance to farmers with 8 disabilities in all 99 counties to allow the farmers to remain 9 in their own homes and be gainfully engaged in farming through 10 provision of agricultural worksite and home modification 11 consultations, peer support services, services to families, 12 information and referral, and equipment loan services. 13 3. Notwithstanding section 8.33 , moneys appropriated in 14 this section that remain unencumbered or unobligated at the 15 close of a fiscal year shall not revert but shall remain 16 available for expenditure for the purposes designated until the 17 close of the succeeding fiscal year. 18 DIVISION II 19 GENERAL FUND 20 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 21 WATER QUALITY 22 APPROPRIATIONS 23 Sec. 8. WATER QUALITY INITIATIVE —— GENERAL. 24 1. There is appropriated from the general fund of the 25 state to the department of agriculture and land stewardship 26 for the following fiscal years, the following amounts, or so 27 much thereof as is necessary, to be used for the purposes 28 designated: 29 For deposit in the water quality initiative fund created in 30 section 466B.45 , for purposes of supporting the water quality 31 initiative administered by the soil conservation division as 32 provided in section 466B.42 , including salaries, support, 33 maintenance, and miscellaneous purposes: 34 a. The moneys appropriated in subsection 1 shall be 4 used to support projects in subwatersheds as designated by the 5 division that are part of high-priority watersheds identified 6 by the water resources coordinating council established 7 pursuant to section 466B.3 . 8 b. The moneys appropriated in subsection 1 shall be used to 9 support projects in watersheds generally, including regional 10 watersheds, as designated by the division and high-priority 11 watersheds identified by the water resources coordinating 12 council established pursuant to section 466B.3. 13 3. In supporting projects in subwatersheds and watersheds 14 as provided in subsection 2, all of the following shall apply: 15 a. The demonstration projects shall utilize water quality 16 practices as described in the latest revision of the document 17 entitled “Iowa Nutrient Reduction Strategy” initially presented 18 in November 2012 by the department of agriculture and land 19 stewardship, the department of natural resources, and Iowa 20 state university of science and technology. 21 b. The division shall implement demonstration projects as 22 provided in paragraph “a” by providing for participation by 23 persons who hold a legal interest in agricultural land used in 24 farming. To every extent practical, the division shall provide 25 for collaborative participation by such persons who hold a 26 legal interest in agricultural land located within the same 27 subwatershed. 28 c. The division shall implement a demonstration project on 29 a cost-share basis as determined by the division. However, the 30 state’s share of the amount shall not exceed 50 percent of the 31 estimated cost of establishing the practice as determined by 32 the division or 50 percent of the actual cost of establishing 33 the practice, whichever is less. 34 d. The demonstration projects shall be used to educate other 35 -6- LSB 1027XG (8) 86 da/tm 6/ 23
S.F. _____ H.F. _____ persons about the feasibility and value of establishing similar 1 water quality practices. The division shall promote field day 2 events for purposes of allowing interested persons to establish 3 water quality practices on their agricultural land. 4 e. The division shall conduct water quality evaluations 5 within supported subwatersheds. Within a reasonable period 6 after accumulating information from such evaluations, the 7 division shall create an aggregated database of water quality 8 practices. Any information identifying a person holding a 9 legal interest in agricultural land or specific agricultural 10 land shall be a confidential record under section 22.7 . 11 4. The moneys appropriated in subsection 1 shall be used 12 to support education and outreach in a manner that encourages 13 persons who hold a legal interest in agricultural land used for 14 farming to implement water quality practices, including the 15 establishment of such practices in watersheds generally, and 16 not limited to subwatersheds or high-priority watersheds. 17 5. The moneys appropriated in subsection 1 may be used 18 to contract with persons to coordinate the implementation of 19 efforts provided in this section. 20 6. The moneys appropriated in subsection 1 may be used by 21 the department to support urban soil and water conservation 22 efforts, which may include but are not limited to management 23 practices related to bioretention, landscaping, the use of 24 permeable or pervious pavement, and soil quality restoration. 25 The moneys shall be allocated on a cost-share basis as provided 26 in chapter 161A. 27 7. Notwithstanding any other provision of law to the 28 contrary, the department may use moneys appropriated in 29 subsection 1 to carry out the provisions of this section on a 30 cost-share basis in combination with other moneys available to 31 the department from a state or federal source. 32 Sec. 9. IOWA NUTRIENT RESEARCH CENTER. 33 1. There is appropriated from the general fund of the 34 state to Iowa state university of science and technology for 35 -7- LSB 1027XG (8) 86 da/tm 7/ 23

This bill relates to agriculture and natural 13 resources by making appropriations for the fiscal years 14 2015-2016 and 2016-2017 to support related entities, including 15 the department of agriculture and land stewardship (DALS), 16 the department of natural resources (DNR), and Iowa state 17 university (ISU). 18 The bill primarily appropriates moneys to DALS and DNR. 19 The appropriations are made to support those departments for 20 administration, regulation, and support of programs. The bill 21 requires the departments to submit quarterly reports to the 22 general assembly and department of management regarding the 23 expenditure of appropriated moneys. The bill also provides 24 moneys to support specific programs or projects administered by 25 those departments. The bill appropriates moneys from a number 26 of sources, including the general fund of the state, the state 27 fish and game protection fund, the groundwater protection fund, 28 and the environment first fund. The bill is organized into 29 divisions. 30 DALS —— GENERAL FUND APPROPRIATION. For DALS, moneys 31 are appropriated from the general fund of the state in order 32 to support its administrative divisions, including consumer 33 protection and industry services, soil conservation, and food 34 safety and animal health. Moneys are transferred to ISU to 35 -21- LSB 1027XG (8) 86 da/tm 21/ 23
S.F. _____ H.F. _____ support its midwest grape and wine institute. 1 DALS —— MISCELLANEOUS FUNDS APPROPRIATIONS. The bill 2 appropriates moneys from a number of sources for FY 2015-2016 3 to support DALS in order to support designated purposes, 4 including moneys derived from unclaimed winnings from horse 5 and dog races, for administration and enforcement of racing 6 regulations (Code section 99D.22); and moneys deposited into 7 the renewable fuel infrastructure fund (Code section 159A.16), 8 for purposes of motor fuel inspection and auditing biofuel 9 processing and production (Code chapter 214A). 10 DALS —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 11 makes special appropriations from the general fund of the 12 state to DALS in order to support specific purposes including 13 milk inspection (Code section 192.109), the local food and 14 farm program (Code chapter 267A), an agricultural education 15 organization, and assistance to farmers with disabilities. 16 DALS —— GENERAL FUND SOIL AND WATER CONSERVATION AND WATER 17 QUALITY. The bill appropriates moneys from the general fund of 18 the state to the department for deposit in the water quality 19 initiative fund (Code section 466B.45), including to support a 20 number of projects associated with a water quality initiative 21 (Code section 466B.42). The bill appropriates moneys to ISU to 22 support an Iowa nutrient research center. 23 DNR —— GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS. 24 The bill makes appropriations from a number of funds to DNR in 25 order to support its administrative divisions involving natural 26 resources and environmental protection from the general fund 27 of the state, the state fish and game protection fund, and the 28 groundwater protection fund. 29 DNR —— DESIGNATED MISCELLANEOUS FUNDS APPROPRIATIONS. The 30 bill appropriates moneys to DNR from a number of sources to 31 support designated purposes, including moneys deposited in the 32 special snowmobile fund (Code section 321G.7) to provide for 33 administering and enforcing the state snowmobile programs; and 34 moneys deposited in the unassigned revenue fund for purposes 35 -22- LSB 1027XG (8) 86 da/tm 22/ 23

The bill also 3 makes special appropriations from the general fund of the 4 state to DNR in order to support specific purposes including 5 floodplain management and dam safety and forestry health 6 management programs. 7 ISU —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill 8 appropriates moneys from the general fund of the state to 9 ISU to support the operation of its veterinary diagnostic 10 laboratory. 11 DALS AND DNR —— GENERAL ENVIRONMENT FIRST FUND 12 APPROPRIATIONS. The bill appropriates moneys from the 13 environment first fund (Code section 8.57A) to support a 14 number of programs administered by DALS and DNR. For DALS, 15 the moneys are appropriated to support programs involving soil 16 conservation, watershed protection and nutrient management, 17 and the loess hills development and conservation fund; and for 18 DNR, moneys are appropriated to support programs involving the 19 water quality and keepers of the land, state parks, public 20 water supplies, air quality, water supply information, and a 21 keep Iowa beautiful initiative. 22 REAP.
