Section
1.
Section
103A.7,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
4.
In
amending
or
revising
the
state
3
building
code
pursuant
to
this
section,
the
advisory
council
4
shall
consider
any
amendments
to
the
state
building
code
5
proposed
by
the
commissioner
or
a
member
of
the
council,
6
other
than
amendments
to
the
state
historic
building
code.
7
The
council
shall
approve
or
disapprove
any
changes
to
the
8
state
building
code
proposed
by
the
commissioner
or
a
member
9
of
the
council.
The
council
shall
also
consider
and
approve
10
or
disapprove
any
requests
for
use
of
alternate
materials
11
or
methods
of
construction,
the
approval
of
which
has
been
12
recommended
to
the
council
by
the
commissioner
or
a
member
of
13
the
council.

Sec.
2.
Section
103A.14,
subsection
1,
Code
2018,
is
amended
15
to
read
as
follows:

1.
The
council
shall
advise
and
confer
with
the
commissioner
17
in
matters
relating
to
the
state
building
code
,
including
18
but
not
limited
to
considering
and
approving
or
disapproving
19
proposed
changes
to
the
state
building
code
pursuant
to
section
20
103A.7,
subsection
4
.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
law
requires
the
state
building
code
commissioner,
25
with
the
approval
of
the
state
building
code
advisory
council,
26
to
adopt,
and
amend
or
revise
the
state
building
code.
27
This
bill
requires
the
advisory
council
to
consider
and
28
approve
or
disapprove
any
amendments
to
the
state
building
29
code
proposed
not
only
by
the
commissioner,
but
also
by
a
30
member
of
the
council.
The
bill
also
requires
the
council
to
31
consider
and
approve
or
disapprove
any
requests
for
use
of
32
alternate
materials
or
methods
of
construction
recommended
by
33
the
commissioner
or
a
member
of
the
council.
