Bill Title: Amends the State Officials and Employees Ethics Act, the Secretary of State Act, the Children and Family Services Act, the Department of Human Services Act, the Illinois Public Aid Code, and the Toll Highway Act. In provisions concerning investigations conducted by each Executive Inspector General appointed by the Governor, the Attorney General, the Secretary of State, the Comptroller, and the Treasurer, requires each Executive Inspector General to notify the Department of State Police or other appropriate law enforcement authority within 24 hours after determining that there is reasonable suspicion to believe that a criminal act may have been committed or that special expertise may be required in an investigation. Provides that the Department of State Police shall investigate any report from an Executive Inspector General that indicates that a possible criminal act relating to bribery, the unlawful use or possession of a weapon, bodily injury or the immediate threat of bodily injury to another, a narcotics-related activity, a criminal sexual assault, or the death of another person has been committed by any officer or employee of, or vendor or other person doing business with a State agency within the jurisdiction of the reporting Executive Inspector General. Provides that all investigations conducted by an Executive Inspector General shall be conducted in a manner designed to ensure the preservation of evidence for possible use in a criminal prosecution. Imposes similar requirements on the Legislative Inspector General, the Auditor General Inspector General, and the Inspectors General for the Secretary of State, the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, and the Illinois State Toll Highway Authority.
