Bill Title: Creates the Asbestos Occupations Licensure Act. Provides that persons licensed to perform asbestos abatement-related activities under the Asbestos Abatement Act or the Commercial and Public Building Asbestos Abatement Act shall be licensed by the Department of Public Health. Contains provisions concerning powers and duties, rulemaking, administrative review, hearings, specified contractors, licensing, civil penalties, and other matters. Creates the Asbestos Occupations Licensure Fund. Makes a corresponding change in the State Finance Act. Repeals provisions of the Asbestos Abatement Act and the Commercial and Public Building Asbestos Abatement Act recodified in the Asbestos Occupations Licensure Act. Amends additional provisions of the Environmental Protection Act. Provides that after the effective date of this Act, rulemaking for the Asbestos Abatement Act or the Commercial and Public Building Asbestos Abatement Act shall be done by the Pollution Control Board. Makes other changes. Effective July 1, 2015.
