Bill Title: Amends the Illinois Power Agency Act. Defines "eligible retail customers", "municipal brownfield site", "qualified solar power purchase agreement", and "qualified solar remediation facility". Provides that the Illinois Power Agency shall have the authority to review and approve qualified solar power purchase agreements. Provides that the Agency shall accept applications from proposed operators of proposed qualified solar remediation facilities to approve qualified solar power purchase agreements. Sets forth the requirements for each qualified solar power purchase agreement. Provides that the Agency shall review an application within 90 days after receiving the application or before the next submission of the Agency's procurement plan to the Commission, whichever is earlier, and the Agency may assess a fee to review the application. Sets forth general conditions of a qualified solar power purchase agreement by the Illinois Commerce Commission and the Agency. Provides that nothing in the provision shall be construed to prohibit the electric utility from recovering prudently incurred costs from its delivery service customers or bundled service customers. Effective immediately.
