Bill Title: Amends the Environmental Protection Act. Provides that if a complete application for the renewal of a Clean Air Act permit is submitted to the Illinois Environmental Protection Agency 90 or fewer days before the permit expires, then the applicant must pay a $5,000 late-filing fee and the terms and conditions of the permit must remain in effect until final administrative action has been taken by the Agency on that application. Provides that if a complete application for the renewal of a Clean Air Act permit is submitted after the permit expires, then the Agency may allow the terms and conditions of the permit to remain in effect, and, if that authorization is granted, then the applicant must pay a $10,000 late-filing fee.
