Bill Title: Amends the Public Funds Statement Publication Act. Provides that specified public officers who are required to make statements concerning the use of public funds under that Act shall also publish such statements in a newspaper of general circulation. Amends the Fire Protection District Act. Provides that all ordinances imposing any penalty or making any appropriations in a fire protection district shall be published at least once in a newspaper of general circulation in the district. Makes conforming changes.

1 | AN ACT concerning finance.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Public Funds Statement Publication Act is | |||||||||||||||||||||
5 | amended by changing Section 2 as follows:
| |||||||||||||||||||||
6 | (30 ILCS 15/2) (from Ch. 102, par. 6)
| |||||||||||||||||||||
7 | Sec. 2.
Except as provided in Section 2.1, such public | |||||||||||||||||||||
8 | officer shall
also, within 6 months after the expiration of | |||||||||||||||||||||
9 | such fiscal year, cause a
true, complete and correct copy of | |||||||||||||||||||||
10 | such statement to be published one time
in an English language | |||||||||||||||||||||
11 | newspaper of general circulation published in the town, | |||||||||||||||||||||
12 | district or
municipality in which such public officer holds | |||||||||||||||||||||
13 | his office , or, if no
newspaper is published in such town, | |||||||||||||||||||||
14 | district or municipality, then in a
newspaper printed in the | |||||||||||||||||||||
15 | English language published in the county in which
such public | |||||||||||||||||||||
16 | officer holds his or her office . However, such publication | |||||||||||||||||||||
17 | requirement shall
not apply to any county funds or county | |||||||||||||||||||||
18 | offices or funds or offices of
other units of local government | |||||||||||||||||||||
19 | when an audit of such funds or offices has
been made by a | |||||||||||||||||||||
20 | certified public accountant and a report of such audit has
| |||||||||||||||||||||
21 | been filed with the appropriate county board or county clerk | |||||||||||||||||||||
22 | and a notice of the availability of the audit report has been
| |||||||||||||||||||||
23 | published one time in an English language newspaper of general |
| |||||||
| |||||||
1 | circulation published in the town, district, or municipality | ||||||
2 | in which that public officer holds his or her office , or, if no | ||||||
3 | newspaper is published in such town, district, or | ||||||
4 | municipality, then in a newspaper printed in the English | ||||||
5 | language published in the county in which that public officer | ||||||
6 | holds his or her office . The notice of availability shall | ||||||
7 | include, at a minimum, the time period covered by the audit, | ||||||
8 | the name of the firm conducting the audit, and the address and | ||||||
9 | business hours of the location where the audit report may be | ||||||
10 | publicly inspected.

12 | Section 10. The Fire Protection District Act is amended by | ||||||
13 | changing Section 7 as follows:

15 | Sec. 7.
All ordinances imposing any penalty or making any | ||||||
16 | appropriations
shall, within one month after they are passed, | ||||||
17 | be published at least once
in a newspaper published in said | ||||||
18 | district, or if no such newspaper of
general circulation is | ||||||
19 | published therein, then either by one publication in
any | ||||||
20 | newspaper of general circulation within said district | ||||||
21 | territory or by posting
copies of the same in ten public places | ||||||
22 | in the district; and no such
ordinance shall take effect until | ||||||
23 | ten days after it is so published or
posted, and all other | ||||||
24 | ordinances and resolutions shall take effect from and
after |
