| 3 | immediately below line 19, by inserting the following:

| 4 | "(d) This Section applies only to counties that: (i) have a | ||||||
| 5 | population between 500,000 and 1,000,000, based on the most | ||||||
| 6 | recent federal decennial census; and (ii) border a county with | ||||||
| 7 | a population of 1,000,000 or more, based on the most recent | ||||||
| 8 | federal decennial census.".
