SYNOPSIS AS INTRODUCED:
105 ILCS 5/2-3.196 new

Amends the School Code. By December 31, 2023, requires the State Board of Education to create a Parent Advisory Committee for the purpose of reviewing and making recommendations to the State Board with respect to the State Board's process of adopting new teaching or learning standards. Requires the State Board to review and consider the recommendations made by the committee prior to adopting a proposed teaching or learning standard, but does not require the State Board to accept any of the recommendations. Sets forth the membership of the committee; requires all committee members to be the parent of a student enrolled in a public elementary or secondary school in this State. Provides that members shall serve without compensation. Sets forth provisions concerning vacancies on the committee and committee meetings. Requires the State Board to provide administrative support to the committee. Effective July 1, 2023.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
52-3.196 as follows:
6 (105 ILCS 5/2-3.196 new)
7 Sec. 2-3.196. Parent Advisory Committee.
8 (a) By December 31, 2023, the State Board of Education
9shall establish a Parent Advisory Committee. The Parent
10Advisory Committee is created for the purpose of reviewing and
11making recommendations to the State Board with respect to the
12State Board's process of adopting new teaching standards
13pursuant to paragraph (1) of subsection (a) of Section 21B-5
14of this Code or learning standards pursuant to Section 27-1 of
15this Code.
16 (b) The committee shall consist of all of the following
17members, each of whom shall be the parent of a student who is
18enrolled in a public elementary or secondary school in this
19State:
20 (1) Three members who are appointed by the President
21 of the Senate.
22 (2) Three members who are appointed by the Minority
23 Leader of the Senate.

1 (3) Three members who are appointed by the Speaker of
2 the House of Representatives.
3 (4) Three members who are appointed by the Minority
4 Leader of the House of Representatives.
5 (c) The members of the committee shall serve without
6compensation. Vacancies shall be filled in the same manner as
7the original appointments.
8 (d) Prior to adopting any new teaching standard or
9learning standard, the State Board shall convene the committee
10and submit the proposed teaching standard or learning standard
11to the committee for review. Following the committee's review
12of the proposed teaching or learning standard, the committee
13shall provide its recommendations on the proposed standard to
14the State Board. The State Board is not required to accept any
15of the committee's recommendations, but the State Board must
16review and consider the recommendations made by the committee
17prior to adopting the proposed teaching or learning standard.
18 (e) At the first meeting of the committee for the review of
19a new teaching standard or learning standard proposed by the
20State Board, the members of the committee shall elect a
21chairperson from among its members to serve for the duration
22of the committee's work on the proposed teaching or learning
23standard. The committee shall meet at least once to review
24each new teaching standard or learning standard proposed by
25the State Board. The committee may meet at additional times
26for the further review of a proposed teaching standard or

1learning standard at the call of the chairperson or upon being
2reconvened by the State Board.
3 (f) The State Board shall provide administrative support
4to the committee. The committee shall be a standing committee
5within the State Board, but the committee shall be required to
6meet only if convened under subsection (d) or (e) of this
7Section.

9 Section 99. Effective date. This Act takes effect July 1,
102023.
