Bill Title: Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall include members of the General Assembly in its database of current State employees and individual consultants. Provides that the database shall also provide insurance and pension benefits information. Provides that all information on the ITAP shall be available to the user to download in spreadsheet or CSV format. Provides that the ITAP shall include a public forum and a commenting interface. Effective January 1, 2012.

AMENDMENT TO HOUSE BILL 2915
2 AMENDMENT NO. ______. Amend House Bill 2915 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6changing Section 405-335 as follows:
7 (20 ILCS 405/405-335)
8 Sec. 405-335. Illinois Transparency and Accountability
9Portal (ITAP).
10 (a) The Department, within 12 months after the effective
11date of this amendatory Act of the 96th General Assembly, shall
12establish and maintain a website, known as the Illinois
13Transparency and Accountability Portal (ITAP), with a
14full-time webmaster tasked with compiling and updating the ITAP
15database with information received from all State agencies as
16defined in this Section.

1 (b) For purposes of this Section:
2 "State agency" means the offices of the constitutional
3officers identified in Article V of the Illinois Constitution,
4executive agencies, and departments, boards, commissions, and
5Authorities under the Governor.
6 "Contracts" means payment obligations with vendors on file
7with the Office of the Comptroller to purchase goods and
8services exceeding $10,000 in value (or, in the case of
9professional or artistic services, exceeding $5,000 in value).
10 "Appropriation" means line-item detail of spending
11approved by the General Assembly and Governor, categorized by
12object of expenditure.
13 "Individual consultants" means temporary workers eligible
14to receive State benefits paid on a State payroll.
15 "Recipients" means State agencies receiving
16appropriations.
17 (c) The ITAP shall provide direct access to each of the
18following:
19 (1) A database of all current State employees and
20 individual consultants, except sworn law enforcement
21 officers, sorted separately by:
22 (i) Name.
23 (ii) Employing State agency.
24 (iii) Employing State division.
25 (iv) Employment position title.
26 (v) Current pay rate and year-to-date pay,

1 including insurance benefits provided by the State.
2 (2) A database of all current State expenditures,
3 sorted separately by agency, category, recipient, and
4 Representative District.
5 (3) A database of all development assistance
6 reportable pursuant to the Corporate Accountability for
7 Tax Expenditures Act, sorted separately by tax credit
8 category, taxpayer, and Representative District.
9 (4) A database of all revocations and suspensions of
10 State occupation and use tax certificates of registration
11 and all revocations and suspensions of State professional
12 licenses, sorted separately by name, geographic location,
13 and certificate of registration number or license number,
14 as applicable. Professional license revocations and
15 suspensions shall be posted only if resulting from a
16 failure to pay taxes, license fees, or child support.
17 (5) A database of all current State contracts, sorted
18 separately by contractor name, awarding officer or agency,
19 contract value, and goods or services provided.
20 (6) A database of all employees hired after the
21 effective date of this amendatory Act of 2010, sorted
22 searchably by each of the following at the time of
23 employment:
24 (i) Name.
25 (ii) Employing State agency.
26 (iii) Employing State division.

1 (iv) Employment position title.
2 (v) Current pay rate and year-to-date pay.
3 (vi) County of employment location.
4 (vii) Rutan status.
5 (viii) Status of position as subject to collective
6 bargaining, subject to merit compensation, or exempt
7 under Section 4d of the Personnel Code.
8 (ix) Employment status as probationary, trainee,
9 intern, certified, or exempt from certification.
10 (x) Status as a military veteran.
11 (7) A database of all current State grants, sorted
12 separately by grantee name, awarding agency, grant value,
13 and the purpose for which the grant is awarded.
14 (8) A database of all pension contributions of members
15 of the State Employees' Retirement System of Illinois and
16 annuity payments for annuitants under that retirement
17 system.
18 (d) The ITAP shall include all information required to be
19published by subsection (c) of this Section that is available
20to the Department in a format the Department can compile and
21publish on the ITAP. The Department shall update the ITAP as
22additional information becomes available in a format that can
23be compiled and published on the ITAP by the Department.
24 (d-5) Information on the ITAP database shall be
25downloadable in Excel or Comma Separated Value (CSV) format.
26 (d-10) The website shall accommodate online comments and

1questions from the public concerning State expenditures and
2individual expense items. The website must contain contact
3information for each State agency and for a list of individuals
4and officials who are able to answer questions about
5information on the website.
6 (e) Each State agency shall cooperate with the Department
7in furnishing the information necessary for the implementation
8of this Section within a timeframe specified by the Department.

10 Section 99. Effective date. This Act takes effect January
