1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The Interscholastic Athletic Organization Act | ||||||||||||||||||||||||
5 | is amended by adding Section 1.25 as follows:
| ||||||||||||||||||||||||
6 | (105 ILCS 25/1.25 new) | ||||||||||||||||||||||||
7 | Sec. 1.25. Pre-competition medical meeting. | ||||||||||||||||||||||||
8 | (a) In this Section: | ||||||||||||||||||||||||
9 | "Game administrator" means an employee of the school | ||||||||||||||||||||||||
10 | district hosting an interscholastic athletic activity, | ||||||||||||||||||||||||
11 | including, but not limited to, a principal, superintendent, | ||||||||||||||||||||||||
12 | athletic director, or head coach. | ||||||||||||||||||||||||
13 | "Game official" means a person who officiates at an | ||||||||||||||||||||||||
14 | interscholastic athletic activity, including, but not limited | ||||||||||||||||||||||||
15 | to, a referee, an umpire, or any person enrolled as a game | ||||||||||||||||||||||||
16 | official by the Illinois High School Association. | ||||||||||||||||||||||||
17 | "Interscholastic athletic activity" means any organized | ||||||||||||||||||||||||
18 | school-sponsored or school-sanctioned activity for students, | ||||||||||||||||||||||||
19 | generally outside of school instructional hours, under the | ||||||||||||||||||||||||
20 | direction of a coach, athletic director, or band leader, | ||||||||||||||||||||||||
21 | including, but not limited to, baseball, basketball, | ||||||||||||||||||||||||
22 | cheerleading, cross-country running, fencing, field hockey, | ||||||||||||||||||||||||
23 | football, golf, gymnastics, ice hockey, lacrosse, marching |

1 | band, rugby, soccer, skating, softball, swimming and diving, | ||||||
2 | tennis, indoor and outdoor track, ultimate Frisbee, | ||||||
3 | volleyball, water polo, and wrestling. All interscholastic | ||||||
4 | athletics are deemed to be interscholastic athletic | ||||||
5 | activities. | ||||||
6 | "Qualified medical professional" means a paramedic, | ||||||
7 | emergency medical technician, physician, nurse, or athletic | ||||||
8 | trainer. | ||||||
9 | (b) Beginning with the 2019-2020 school year, an | ||||||
10 | association or other entity that has as one of its purposes | ||||||
11 | promoting, sponsoring, regulating, or in any manner providing | ||||||
12 | for interscholastic athletics or any form of athletic | ||||||
13 | competition among high schools and high school students within | ||||||
14 | this State shall require a pre-competition medical meeting | ||||||
15 | prior to any interscholastic athletic activity. Participants | ||||||
16 | of the meeting must include all of the following persons: | ||||||
17 | (1) The athletic activity's game administrators and | ||||||
18 | game officials. | ||||||
19 | (2) A qualified medical professional. | ||||||
20 | (3) The head coach for each team participating in the | ||||||
21 | athletic activity. | ||||||
22 | If a qualified medical professional is unavailable for the | ||||||
23 | meeting, the game administrator of the school hosting the | ||||||
24 | athletic activity must notify the game officials of the | ||||||
25 | qualified medical professional's unavailability and must take | ||||||
26 | any steps necessary to ensure that an employee of the school |

1 | district who has completed first aid training and | ||||||
2 | cardiopulmonary resuscitation training attends the meeting in | ||||||
3 | place of the absent qualified medical professional. | ||||||
4 | (c) During the pre-competition medical meeting, the | ||||||
5 | participants must review all of the following: | ||||||
6 | (1) The persons assigned to be the game administrators | ||||||
7 | for each team participating in the interscholastic | ||||||
8 | activity. | ||||||
9 | (2) If there is an on-site qualified medical | ||||||
10 | professional. | ||||||
11 | (3) If the school hosting the athletic activity has a | ||||||
12 | school-specific emergency action plan under subsection (i) | ||||||
13 | of Section 22-80 of the School Code. | ||||||
14 | (4) If the school hosting the athletic activity has an | ||||||
15 | on-site automated external defibrillator. | ||||||
16 | (5) The locations of the host school's emergency exits | ||||||
17 | and entrances. | ||||||
18 | If, during the meeting, a game official determines that a | ||||||
19 | qualified medical professional is not at the athletic activity | ||||||
20 | or the school does not have an on-site automated external | ||||||
21 | defibrillator or an emergency action plan, the game official | ||||||
22 | must report these findings to the association or other entity | ||||||
23 | organizing the activity. | ||||||
24 | (d) An association or other entity that has as one of its | ||||||
25 | purposes promoting, sponsoring, regulating, or in any manner | ||||||
26 | providing for interscholastic athletics or any form of athletic |

1 | competition among high schools and high school students within | ||||||
2 | this State may adopt any necessary policies or procedures in | ||||||
3 | accordance with this Section.
| ||||||
4 | Section 99. Effective date. This Act takes effect upon | ||||||
5 | becoming law.
