SYNOPSIS AS INTRODUCED:
105 ILCS 25/1.12 new
105 ILCS 128/60

    Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall require all school coaches to obtain and maintain certification in cardiopulmonary resuscitation (CPR), first aid, and the use of an automatic external defibrillator (AED). Requires certification in CPR and AED use to be consistent with national, evidence-based, emergency cardiovascular care guidelines. Amends the School Safety Drill Act. Provides that a cardiac emergency response plan shall include (i) establishing a cardiac emergency response team that is certified in cardiopulmonary resuscitation and the use of an automated external defibrillator and (ii) the use of annual cardiac response drills to practice the steps established in the cardiac emergency response plan, in partnership with local emergency medical services. Makes other changes concerning the plan.

1    AN ACT concerning education.
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4    Section 5. The Interscholastic Athletic Organization Act
5is amended by adding Section 1.12 as follows:
6    (105 ILCS 25/1.12 new)
7    Sec. 1.12. Mandatory certification in CPR, first aid, and
8use of an AED. An association or other entity that has as one
9of its purposes promoting, sponsoring, regulating, or in any
10manner providing for interscholastic athletics or any form of
11athletic competition among schools and students within this
12State shall require all school coaches to obtain and maintain
13certification in cardiopulmonary resuscitation (CPR), first
14aid, and the use of an automatic external defibrillator (AED).
15Certification in CPR and AED use shall be consistent with
16national, evidence-based, emergency cardiovascular care
17guidelines.    
18    Section 10. The School Safety Drill Act is amended by
19changing Section 60 as follows:

21    Sec. 60. Cardiac emergency response plan.

1    (a) A school district and a private school shall develop a
2cardiac emergency response plan, in place in accordance with
3guidelines set forth by either (i) the American Heart
4Association or Project ADAM or (ii) other nationally
5recognized, evidence-based standards, that addresses the
6appropriate response to incidents involving an individual
7experiencing sudden cardiac arrest or a similar
8life-threatening emergency while at a school or at a
9school-sponsored activity or event. The plan must be
10distributed to all teachers, administrators, school support
11personnel, coaches, and other school staff identified by
12school administrators at each school.
13    (b) A cardiac emergency response plan shall include, but
14is not limited to, the following:
15        (1) Procedures to follow in the event of a cardiac
16 emergency while on school premises at a school.
17        (2) A listing of every automated external
18 defibrillator that is present. Each automated external
19 defibrillator shall be and clearly marked, maintained as
20 recommended by the manufacturer, and or easily accessible
21 at school athletic venues and events and at school and the
22 maintenance schedule for the automated external
23 defibrillator. The automated external defibrillators shall
24 be installed in accordance with the Physical Fitness
25 Facility Medical Emergency Preparedness Act, guidelines
26 from the American Heart Association, or other nationally

1 recognized guidelines focused on emergency cardiovascular
2 care.
3        (3) Education Information on hands-only
4 cardiopulmonary resuscitation and the use of automated
5 external defibrillators for to teachers, administrators,
6 coaches, assistant coaches, and other school staff
7 identified by school administrators, in accordance with
8 Section 3 of the Critical Health Problems and
9 Comprehensive Health Education Act.
10        (4) Establishing a cardiac emergency response team
11 that is certified in cardiopulmonary resuscitation and the
12 use of an automated external defibrillator.
13        (5) The use of annual cardiac response drills to
14 practice the steps established in the cardiac emergency
15 response plan, in partnership with local emergency medical
16 services.
