Bill Title: Amends the University of Illinois Act and the Hospital Licensing Act. Provides that, notwithstanding any provision of law to the contrary, hospitals organized or licensed under the Acts, in accordance with specified federal law, shall not delay provisions of a required appropriate medical screening examination or further medical examination and treatment for a patient in a hospital's emergency room in order to inquire about the individual's method of payment or insurance status.

AN ACT concerning health.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The University of Illinois Hospital Act is
amended by adding Section 8h as follows:
(110 ILCS 330/8h new)
Sec. 8h. Emergency room treatment; copayment.
Notwithstanding any provision of law to the contrary, the
University of Illinois Hospital shall not require a patient in
a University of Illinois Hospital emergency room to pay a
copayment before receiving treatment for the patient's medical
emergency.
Section 10. The Hospital Licensing Act is amended by
adding Section 6.34 as follows:

Sec. 6.34. Emergency room treatment; copayment.
Notwithstanding any provision of law to the contrary, a
hospital licensed under this Act shall not require a patient
in the hospital's emergency room to pay a copayment before
receiving treatment for the patient's medical emergency.
