Bill Title: Amends the School Code. Provides that, beginning with the 2018-2019 school year, every public high school shall include in its curriculum a unit of instruction on media literacy; defines "media literacy". Provides requirements for the unit of instruction. Provides that the State Superintendent of Education may prepare and make available to school boards instructional materials that may be used as guidelines for the unit of instruction. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
527-20.08 as follows:
6 (105 ILCS 5/27-20.08 new)
7 Sec. 27-20.08. Media literacy.
8 (a) In this Section, "media literacy" means the ability to
9access, analyze, evaluate, create, and communicate using a
10variety of forms, including, but not limited to, print, visual,
11audio, interactive, and digital texts.
12 (b) Beginning with the 2018-2019 school year, every public
13high school shall include in its curriculum a unit of
14instruction on media literacy. The unit of instruction shall
15include, but is not limited to, analyzing:
16 (1) the purpose of media messages and how they are
17 constructed;
18 (2) explicit and implicit media messages;
19 (3) values and points of view that are included and
20 excluded in the media;
21 (4) how the media may influence ideas and behaviors;
22 and
23 (5) the importance of obtaining information from

1 multiple media sources.
2 (c) The State Superintendent of Education may prepare and
3make available to school boards instructional materials that
4may be used as guidelines for development of a unit of
5instruction under this Section.
6 Section 99. Effective date. This Act takes effect upon
7becoming law.
