Bill Title: Urges Governor JB Pritzker, the Illinois State Board of Education, and the Illinois Department of Public Health to reinstate local control and allow duly elected school board members to make decisions on COVID-19 mitigation efforts that best fit the community and school districts in which they serve.

| ||||||
2 | WHEREAS, Throughout the COVID-19 pandemic, Governor JB | ||||||
3 | Pritzker has acted unilaterally and has repeatedly failed to | ||||||
4 | include the General Assembly in his pandemic response | ||||||
5 | decision-making; and
| ||||||
6 | WHEREAS, Since March of 2020, Governor Pritzker has issued | ||||||
7 | over 80 executive orders pertaining to the COVID-19 pandemic | ||||||
8 | with very little legislative and local government input; and
| ||||||
9 | WHEREAS, Executive Order 2021-18, issued by Governor | ||||||
10 | Pritzker on August 4, 2021, requires all persons who are over | ||||||
11 | the age of two and able to medically tolerate a face covering | ||||||
12 | to wear a mask in all public and nonpublic schools; and
| ||||||
13 | WHEREAS, Once again, Governor Pritzker failed to seek | ||||||
14 | input from the General Assembly, a co-equal branch of | ||||||
15 | government, in issuing EO 2021-18; and
| ||||||
16 | WHEREAS, Governor Pritzker did not consider local school | ||||||
17 | board decision-making authority and what is best for the | ||||||
18 | schools and students they serve when issuing the new executive | ||||||
19 | order; and
| ||||||
20 | WHEREAS, Governor Pritzker has the authority to call the |

1 | General Assembly into special session to take action on his | ||||||
2 | COVID-19 response but has refused to do so; therefore, be it
| ||||||
3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
4 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
5 | we urge Governor JB Pritzker, the Illinois State Board of | ||||||
6 | Education, and the Illinois Department of Public Health to | ||||||
7 | reinstate local control and allow duly elected school board | ||||||
8 | members to make decisions on COVID-19 mitigation efforts that | ||||||
9 | best fit the community and school districts in which they | ||||||
10 | serve; and be it further

11 | RESOLVED, That we believe duly elected school board | ||||||
12 | members have the ability to set parameters and issue guidance | ||||||
13 | on the use of masks in schools and on other COVID-related | ||||||
14 | safety precautions; and be it further
| ||||||
15 | RESOLVED, That we urge Governor JB Pritzker to call the | ||||||
16 | General Assembly into special session to consider his COVID-19 | ||||||
17 | response and mitigation efforts as a co-equal branch of | ||||||
18 | government; and be it further

19 | RESOLVED, That suitable copies of this resolution be | ||||||
20 | delivered to Governor JB Pritzker, State Superintendent Dr. | ||||||
21 | Carmen Ayala, and the Director of the Illinois Department of | ||||||
22 | Public Health, Dr. Ngozi Ezike.
