Bill Title: Commends Quincy Scott, D.O. for receiving the 2023 Rural Physician Lifetime of Service Award from the Illinois Rural Health Association. Commends Dr. Scott for his compassion and dedication to his patients and for filling such a tremendous void in rural medicine in southern Illinois for over 30 years.

2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to commend Quincy Scott, D.O. for | ||||||
4 | receiving the 2023 Rural Physician Lifetime of Service Award | ||||||
5 | from the Illinois Rural Health Association; and
| ||||||
6 | WHEREAS, One of the biggest healthcare challenges across | ||||||
7 | our nation is the shortage of physicians who practice in rural | ||||||
8 | settings; and
| ||||||
9 | WHEREAS, Dr. Scott graduated from the Chicago College of | ||||||
10 | Osteopathic Medicine in 1990; and
| ||||||
11 | WHEREAS, Dr. Scott served as chief resident in Family | ||||||
12 | Practice at Southern Illinois University (SIU) School of | ||||||
13 | Medicine in Carbondale and completed his residency in 1993; | ||||||
14 | and
| ||||||
15 | WHEREAS, Dr. Scott began his career in medicine in private | ||||||
16 | practice, serving the rural community of Hillsboro in 1993; | ||||||
17 | and
| ||||||
18 | WHEREAS, Dr. Scott expanded his service by becoming the | ||||||
19 | medical director for the Gateway Adolescent Substance | ||||||
20 | Rehabilitation Center in 1994; and

1 | WHEREAS, That same year, Dr. Scott started working with | ||||||
2 | SIU School of Medicine's Department of Family and Community | ||||||
3 | Medicine; over the course of nearly 30 years, he has served | ||||||
4 | patients in clinics in Johnston City, West Frankfort, and | ||||||
5 | Carbondale; and
| ||||||
6 | WHEREAS, Through his role as a faculty member for SIU | ||||||
7 | School of Medicine and as program director in its partnership | ||||||
8 | with the Kirksville College of Osteopathic Medicine, Dr. Scott | ||||||
9 | has trained nearly 200 physicians which has aided in the | ||||||
10 | recruitment of osteopathic physicians to rural areas in | ||||||
11 | Illinois; and

12 | WHEREAS, Dr. Scott has been a huge advocate for the | ||||||
13 | physician assistant (PA) profession in Illinois; he was one of | ||||||
14 | the founders of SIU School of Medicine's PA Program, later | ||||||
15 | serving as the program's director, and he was instrumental in | ||||||
16 | passing several laws to enhance the PA Practice Act in | ||||||
17 | Illinois and eliminate barriers to care in rural settings; and

18 | WHEREAS, When not providing patient care or training | ||||||
19 | medical students, Dr. Scott can be found cheering on his | ||||||
20 | beloved Chicago Cubs or setting sail on a cruise ship; | ||||||

2 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
3 | we commend Quincy Scott, D.O. for receiving the 2023 Rural | ||||||
4 | Physician Lifetime of Service Award from the Illinois Rural | ||||||
5 | Health Association; and be it further
