| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate First Deputy Director | ||||||
| 4 | Matthew J. Davis on the occasion of his retirement from the | ||||||
| 5 | Illinois State Police; and
| ||||||
| 6 | WHEREAS, FDD. Davis was appointed to Cadet Class 96 at the | ||||||
| 7 | ISP Academy in November of 1998; he graduated in April of 1999 | ||||||
| 8 | and served with patrol in the Chicago district until April of | ||||||
| 9 | 2000 when he transferred to become a crime scene investigator | ||||||
| 10 | with the Crime Scene Services Command; and
| ||||||
| 11 | WHEREAS, FDD. Davis was promoted to sergeant in December | ||||||
| 12 | of 2005 when he became a forensic anthropologist; he was | ||||||
| 13 | promoted to master sergeant in October of 2008 when he was with | ||||||
| 14 | District 11 - Patrol; he was promoted to the chief of staff for | ||||||
| 15 | the Division of Forensic Services in July of 2011 and to | ||||||
| 16 | lieutenant in April of 2012 as the commander of Crime Scene | ||||||
| 17 | Services Command; and
| ||||||
| 18 | WHEREAS, FDD. Davis was promoted to lieutenant colonel for | ||||||
| 19 | the Division of Administration in September of 2013, where he | ||||||
| 20 | implemented the Firearm Concealed Carry Act and modernized the | ||||||
| 21 | FOID Card system; and

| 1 | WHEREAS, FDD. Davis was promoted to lieutenant colonel in | ||||||
| 2 | the Division of Forensic Services in January of 2018, where he | ||||||
| 3 | implemented a new laboratory information system (LIMS); and
| ||||||
| 4 | WHEREAS, FDD. Davis was promoted to first deputy director | ||||||
| 5 | in February of 2019; during his tenure, the ISP underwent a | ||||||
| 6 | massive modernization and reorganization, the first since | ||||||
| 7 | 1985; and
| ||||||
| 8 | WHEREAS, FDD. Davis served as first deputy director during | ||||||
| 9 | the centennial celebration of the ISP; and
| ||||||
| 10 | WHEREAS, FDD. Davis' career is one of integrity, service, | ||||||
| 11 | and pride; therefore, be it
| ||||||
| 12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 13 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 14 | we congratulate First Deputy Director Matthew J. Davis on his | ||||||
| 15 | retirement from the Illinois State Police; and be it further
