2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives were saddened to learn of the death of
Harlow |
4 | | "Bud" Swartout Jr., who passed away on November 20, 2017; and
|
5 | | WHEREAS, Bud Swartout was born in Galesburg to Harlow |
6 | | "Jerry" Sr.
and Florence (Hawkins) Swartout on October 28, |
7 | | 1927; he graduated from Galesburg High School, where he played |
8 | | football,
wrestled, and competed in track and field; he earned |
9 | | a college football scholarship to Drake University in
Des |
10 | | Moines, Iowa; and
|
11 | | WHEREAS, Bud Swartout attended Drake University until he |
12 | | was drafted during World War II and served
his country with |
13 | | pride as a member of the U.S. Army; upon being discharged from |
14 | | military service, he attended Illinois State University,
where |
15 | | he earned a bachelor's and master's degree; and
|
16 | | WHEREAS, Bud Swartout married JoAnn Sterling in 1951; they |
17 | | were parents to children Jerry,
Montana, and Nancy and |
18 | | grandparents to seven grandchildren and two |
19 | | great-grandchildren; and
|
20 | | WHEREAS, Bud Swartout began teaching and coaching in the |
21 | | small town of Fisher in 1951; he relocated to Woodstock in |
|

|
1 | | 1954, where he taught science, served as an assistant
football, |
2 | | basketball, and track coach, and volunteered in a variety of |
3 | | other roles until well beyond his
retirement from the classroom |
4 | | in 1991; and

5 | | WHEREAS, Bud Swartout earned the name "Bio Bud" for |
6 | | instilling a love and respect for biology and
science in the |
7 | | students he taught; and
|
8 | | WHEREAS, Bud Swartout continued to volunteer and coach |
9 | | after retirement, eventually serving as an
assistant football |
10 | | coach under five coaches, including Bob Bradshaw who brought |
11 | | the Woodstock Blue
Streaks their first state championship in |
12 | | 1983; and
|
13 | | WHEREAS, Bud Swartout volunteered for over 50 years as the |
14 | | scorekeeper for countless
wrestling matches at the high school; |
15 | | he also lined the football field and taped ankles for athletes; |
16 | | and
|
17 | | WHEREAS, Bud Swartout volunteered in the activities |
18 | | department at the Valley Hi Nursing Home in McHenry County two |
19 | | mornings each week for over 20 years, adapting activities so |
20 | | that all Valley Hi residents, including those in wheelchairs, |
21 | | could participate in a variety of fun activities; and

1 | | WHEREAS, Shortly after his retirement, a special award was |
2 | | established in Bud Swartout's name to honor senior
student |
3 | | athletes who participated in three sports during each of their |
4 | | four years of high school; and
|
5 | | WHEREAS, In 1995, the COACHES Scholarship (Competition, |
6 | | Optimism, Attitude, Citizenship, Honesty,
Effort and |
7 | | Sportsmanship) bearing Bud Swartout's name was created and |
8 | | continues to be awarded
annually to the student athlete who |
9 | | most exemplifies the pillars of character taught by Bud in the
|
10 | | classroom and on the athletic playing field; and
|
11 | | WHEREAS, Bud Swartout was elected to the Illinois High |
12 | | School Football Coaches Association in 1995 and the
Woodstock |
13 | | High School Athletics Hall of Fame in 1996; the press box on |
14 | | the Woodstock High School
football field is named in his honor; |
15 | | and
|
16 | | WHEREAS, In 2011, the District 200 Education Foundation |
17 | | presented its first-ever Award of Excellence to
Bud Swartout |
18 | | for exemplary service to the students of Woodstock School |
19 | | District 200; and
|
20 | | WHEREAS, Bud Swartout lived an exemplary life filled with |
21 | | positive energy, a competitive spirit,
enthusiasm, and |
22 | | kindness which had a positive impact on the lives of thousands |

over six decades through service to youth that |
2 | | spanned generations; and
|
3 | | WHEREAS, The surviving children, grandchildren, and |
4 | | great-grandchildren of Bud Swartout can be proud
of the legacy |
5 | | and lasting impact their father, grandfather, and |
6 | | great-grandfather had on the greater
Woodstock community; |
7 | | therefore, be it
|
8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
9 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
10 | | mourn the passing of Harlow "Bud" Swartout Jr., and extend our |
11 | | sincere condolences to his family, friends, and all who knew |
12 | | and loved him; and be it further
|
13 | | RESOLVED, That a suitable copy of this resolution be |
14 | | presented to the family of Bud Swartout as an
expression of our |
15 | | appreciation of his service to District 200 children, and of |
16 | | our deepest sympathy.
