HOUSE RESOLUTION
2 WHEREAS, The Lincoln Foundation for Performance Excellence
3 was founded in 1994 as a publicly and privately-supported
4 not-for-profit organization; the foundation was created to
5 significantly raise Illinois' worldwide competitiveness by
6 improving the performance of the State's institutions and
7 businesses; and
8 WHEREAS, The Lincoln Foundation for Performance Excellence
9 Award process is a 3-level process, consisting of the Bronze
10 Award for Commitment to Excellence, the Silver Award for
11 Progress Towards Excellence, and the Gold Award for Achievement
12 of Excellence; the award process allows organizations to
13 measure themselves against the Lincoln Foundation's Seven
14 Criteria for Performance Excellence, patterned after the
15 Malcolm Baldridge National Quality Award: Leadership,
16 Strategic Planning, Customer Focus, Measurement, Analysis and
17 Knowledge Management, Workforce Focus, Process Management, and
18 Results; and
19 WHEREAS, The Lincoln Foundation for Performance Excellence
20 has awarded the 2009 Lincoln Silver Award for Progress Towards
21 Excellence to the Memorial Health System in Springfield; and
22 WHEREAS, Memorial Health System's 6 affiliates provide a

1 full range of inpatient, outpatient, home health, hospice,
2 behavioral health, and primary care physician services; with 3
3 hospitals and other clinics in central Illinois, Memorial
4 deliver high-quality, patient-centered care in support of
5 their mission to improve the health of the people and
6 communities they serve; and
7 WHEREAS, The Lincoln Foundation for Performance Excellence
8 has awarded the 2009 Bronze Award for Commitment to Excellence
9 to Black Hawk College in Moline, the Illinois Municipal
10 Retirement Fund in Oak Brook, and St. Mary's Hospital in
11 Decatur; and
12 WHEREAS, Black Hawk College is a comprehensive community
13 college serving residents of Illinois Community College
14 District #503 through 2 campuses in Moline and Kewanee, along
15 with numerous satellite locations throughout the district; as a
16 recognized leader in education, Black Hawk College focuses on
17 providing the resources and environment for life-long
18 learning; in 1998, the college's Board of Trustees began the
19 journey toward excellence when the college responded to its
20 first Lincoln Performance Excellence cycle; over the past 10
21 years, the benefits of adopting a continuous quality
22 improvement model have continued to emerge; the use of quality
23 tools and the Baldridge continuous improvement model has
24 improving the use of data, rather than anecdotal information,

1 in decision-making; additionally, these tools provide
2 assurance of institutional quality to those it serves; and
3 WHEREAS, The Illinois Municipal Retirement Fund (IMRF) has
4 partnered with local units of government throughout Illinois to
5 provide death, disability, and retirement benefits for working
6 and retired public employees since 1941; today, IMRF has more
7 than 89,000 retired members and 182,000 active members working
8 for nearly 3,000 different units of government, including
9 schools districts, counties, cities, villages, parks, and
10 libraries; and
11 WHEREAS, St. Mary's Hospital is one of 13 hospitals in the
12 Hospital Sisters Health System and is a not-for-profit
13 organization founded in 1878; St. Mary's Hospital is an all
14 private room healthcare facility that combines modern
15 technology with the caring spirit of the original founding
16 Sisters; St. Mary's is situated on an attractive 21-acre campus
17 overlooking Lake Decatur and offers a broad spectrum of
18 comprehensive health services, including a Tomo Therapy
19 radiation treatment for cancer patients, a newly-revitalized
20 radiology department, and a wide range of neuromuscular
21 services; St. Mary's has added a number of off-site physician
22 offices to better help serve their patients; St. Mary's also
23 offers a wide range of community education and screening
24 programs to diverse groups throughout the region; therefore, be

2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4 recognize the Lincoln Foundation for Performance Excellence
5 and its efforts to assist Illinois organizations to strive for
6 performance excellence and thank each of the organizations the
7 foundation has recognized for the devotion to excellence they
8 have demonstrated; and be it further
9 RESOLVED, That suitable copies of this resolution be
10 presented to the Lincoln Foundation for Performance Excellence
11 and to each 2009 Performance Excellence recipient as an
12 expression of our respect and esteem.
