| 4 | | Section 5. The Illinois Municipal Budget Law is amended by |
| 5 | | changing Section 4 as follows:

The
The failure by any governing body of any |
| 8 | | municipality to adopt an
annual budget and appropriation |
| 9 | | ordinance, or to comply in any respect with
the provisions of |
| 10 | | this Act, shall not affect the validity of any tax levy
of any |
| 11 | | such municipality, otherwise in conformity with the law. |
