1 | | Equine Foundation license plates. The special
plates issued |
2 | | under this Section shall be affixed only to passenger vehicles
|
3 | | of the first division or motor vehicles of the second division |
4 | | weighing not
more than 8,000 pounds. Plates issued under this |
5 | | Section shall expire
according to the multi-year procedure |
6 | | established by Section 3-414.1 of this
Code. |
7 | | (b) The Illinois Equine Foundation may design the special |
8 | | license plates.
The design for the special license plates shall |
9 | | conform to such standards as
may be established by the |
10 | | Secretary and shall be subject to the Secretary's
approval. |
11 | | Appropriate documentation, as determined by the Secretary, |
12 | | shall
accompany each application. The Secretary may allow the |
13 | | plates to be issued
as vanity plates or personalized plates |
14 | | under Section 3-405.1 of this Code.
The Secretary shall |
15 | | prescribe stickers or decals as provided under Section 3-412 of |
16 | | this Code. |
17 | | (c) An applicant for the special plate shall be charged a |
18 | | $40 fee for
original issuance in addition to the appropriate |
19 | | registration fee. Of this
fee, $25 shall be deposited into the |
20 | | Illinois Equine Foundation Fund and $15
shall be deposited into |
21 | | the Secretary of State Special License Plate Fund, to
be used |
22 | | by the Secretary to help defray the administrative processing

23 | | costs. |
24 | | For each registration renewal period, a $27 fee, in |
25 | | addition to the
appropriate registration fee, shall be charged. |
26 | | Of this fee, $25 shall be
deposited into the Illinois Equine |

1 | | Foundation Fund and $2 shall be deposited
into the Secretary of |
2 | | State Special License Plate Fund. |
3 | | (d) The Illinois Equine Foundation Fund is created as a |
4 | | special fund in
the State treasury. All moneys in the Illinois |
5 | | Equine Foundation Fund shall
be paid, subject to appropriation |
6 | | by the General Assembly and approval by the
Secretary, as |
7 | | grants to fund equine protection efforts, research projects in
|
8 | | the State of Illinois, education and outreach for Illinois |
9 | | universities,
volunteers, horse owners, and the general public |
10 | | regarding horses and the
equine industry in the State of |
11 | | Illinois, and to cover the reasonable cost
for Illinois Equine |
12 | | Foundation special plate advertising and the
administration of |
13 | | equine projects and educational programs. All interest
earned |
14 | | on moneys in the Fund shall be deposited into the Fund. The |
15 | | Fund shall
not be subject to administrative charges or |
16 | | chargebacks, such as but not
limited to those authorized under |
17 | | Section 8h of the State Finance Act. ".
